The workshop aims to specify policies for digital economic development, consumer rights protection, implementation of Resolution 57-NQ/TW of the Politburo and legal documents related to digital transformation, agriculture, e-commerce, logistics and personal data protection.

Speaking at the workshop, Colonel Pham Minh Tien, Deputy Director of C12, emphasized: In the context of the digital economy becoming a pillar of development, information transparency and the ability to trace the origin of goods are mandatory requirements. This is not only a tool for state management but also a prerequisite for creating trust in the market and international integration.
According to statistics, in just the first 5 months of 2025, national authorities handled more than 40,000 cases of smuggling, counterfeiting and poor quality goods with a total fine value of over 6,500 billion VND, notably food and pharmaceutical products that directly affect people's health.
“From the perspective of state management of data, we see that the deployment of modern traceability platforms, applying advanced technologies such as blockchain, is an important solution to help improve management efficiency, ensure market safety and increase transparency throughout the entire supply chain,” said Colonel Pham Minh Tien.

According to experts, traceability is the foundation for digital governance, digital policies and the development of an open data ecosystem, helping the Government formulate effective policies, supporting businesses to innovate and increase people's trust in domestic products. Traceability contributes to improving transparency, traceability and digital trust - essential factors for e-commerce, agricultural exports, smart logistics and modern supply chain management.
Through a synchronized traceability system, businesses can control risks, forecast production, manage logistics, coordinate consumption and control quality more closely. Consumers can then quickly and accurately verify the origin of products - from raw materials, packaging, distribution to circulation - contributing to the fight against commercial fraud and counterfeit goods.
Notably, the application of Vietnamese technology in traceability also contributes to maintaining national data sovereignty and reducing dependence on foreign platforms.

Mr. Bui Ba Chinh, Acting Director of the National Code and Barcode Center (National Committee for Standards, Metrology and Quality, Ministry of Science and Technology) commented that it is time to not ignore but to tighten management by technology to avoid similar risks from happening. Resolution 57-NQ/TW of the Politburo mentioned promoting the consumption of products and services in the digital environment, ensuring the digital economy in all sectors and fields, having policies to encourage businesses to invest in digital transformation... Implementing digital transformation is to put on products and goods a new, more modern, easier to connect and most importantly, easy to verify, creating trust for consumers.

Sharing the same view, Mr. Nguyen Huy, Head of NDA Technology Department, said that the current traceability activities are still fragmented, lack interconnectivity and do not have a unified set of standards, authenticated by state agencies, with national and international value. "It is time for a comprehensive policy from the central to local levels, mandatory, applied synchronously to all businesses - only then can we ensure effective identification, authentication and traceability", Mr. Nguyen Huy affirmed.

At the workshop, NDA also introduced the NDA Trace platform - a comprehensive traceability solution developed by Vietnamese people, integrated on national platforms, applying modern technologies such as blockchain (NDA Chain) and decentralized identification (NDA DID).
NDA Trace allows identification of entire organizations, businesses, products, authentication of goods information and supply chain activities. Each product will have a unique identification code, helping to track the entire journey from production to consumption. All operations in the chain are recorded and authenticated, cannot be edited, cannot be counterfeited, ensuring absolute transparency.
