On August 16, in Hanoi, the Party Committee of the Ministry of Science and Technology held its first Congress for the 2025-2030 term. Prime Minister Pham Minh Chinh, Politburo member and Secretary of the Government Party Committee attended and directed.

In his opening speech, Minister of Science and Technology Nguyen Manh Hung emphasized that the 2025-2030 term is a special term, marking many "firsts" of the Ministry of Science and Technology after the merger. This is the first term to implement Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; the first term to comprehensively implement the "second innovation" in science and technology and post and telecommunications; the first time the three strategies of science and technology, innovation and digital transformation are unified in one system. More importantly, this is also the first term in which science and technology, innovation and digital transformation are assigned the mission of becoming the main driving force to realize Vietnam's aspiration to become a developed, high-income country with a socialist orientation.

Minister Nguyen Manh Hung also emphasized that the merger of the two ministries, the Ministry of Science and Technology and the Ministry of Information and Communications, is to create synergy. The merger of the two ministries has erased the boundaries between science and technology, innovation and digital transformation, digital technology industry and digital infrastructure. The merger of the two ministries requires a new approach, a new way of working, and only then can the merger create value.

Science and technology provide a knowledge base and technical tools; innovation transforms that knowledge into new products, services, and business models; digital transformation opens up space for deployment and expansion of application scale at high speed and low cost.

Science and technology, innovation and digital transformation aim to improve national competitiveness, labor productivity, national governance capacity, economic growth, ensure national security and defense and improve people's quality of life. Accordingly, science and technology, innovation and digital transformation must contribute at least 50% to GDP growth...

With the motto "Solidarity - Discipline - Breakthrough - Creativity - Development", entering the new term, the Party Committee of the Ministry of Science and Technology has determined the goal of building the Ministry of Science and Technology into a national focal agency for science and technology, innovation, digital transformation, post and telecommunications, standardization, intellectual property and atomic energy; capable of leading, coordinating and creating a favorable environment for science and technology, innovation and digital transformation to truly become the main driving force for the country's rapid and sustainable development.

Speaking at the congress, Prime Minister Pham Minh Chinh commended and highly appreciated the achievements of the Party Committee of the Ministry of Science and Technology in the past term. At the same time, focus on prioritizing all resources to complete draft laws on science and technology and innovation, including the Law on Intellectual Property, the Law on Technology Transfer, the Law on Artificial Intelligence, etc.

Prime Minister Pham Minh Chinh requested the Party Committee and the Ministry of Science and Technology to have mechanisms, policies and solutions to encourage diversified investment resources for the fields of science and technology, innovation and digital transformation, especially private investment; promote the development and mastery of strategic and core technologies, prioritizing areas such as artificial intelligence, robotics, semiconductors, big data, biology, and new energy; promptly resolve outstanding intellectual property registration dossiers; implement a model of large enterprises leading research, with the State accompanying and supporting.

The Ministry of Science and Technology must promote comprehensive digital transformation, develop digital government, digital economy, digital society, and digital citizens. Pay special attention to developing digital infrastructure, national data platforms, and ensuring information security, network security, and digital sovereignty; pay attention to building and developing high-quality science and technology human resources with critical thinking capacity; create conditions to attract and promote talents, especially young intellectuals and Vietnamese experts abroad.

The Prime Minister emphasized that science and technology, innovation and digital transformation are not only trends, but also the "inevitable path" for Vietnam to become a developed and prosperous nation. The Party Committee of the Ministry of Science and Technology needs to continue to promote the spirit of solidarity, daring to think, daring to do, daring to take responsibility; each comrade in the new Party Executive Committee, as well as the Ministry's leaders, cadres, party members, civil servants, public employees and workers must be pioneers, leaders and leaders in the application of science and technology and digital transformation.
