Ninh Thuan nuclear power project still has many problems

In recent times, the People's Committee of Khanh Hoa province and departments and branches have focused on implementing tasks related to the Ninh Thuan Nuclear Power Project (including Ninh Thuan 1 and Ninh Thuan 2). However, to complete the handover of the site to the investor in 2025 as directed by the Prime Minister, the locality is still facing many difficulties and obstacles.

According to Mr. Ho Xuan Ninh, Director of the Department of Industry and Trade of Khanh Hoa province, the biggest problem of the project is the legal basis. Specifically, according to Resolution 41/2009/QH12 of the National Assembly on the investment policy of the Ninh Thuan Nuclear Power Project issued in 2009, up to now, some contents such as total investment, implementation roadmap... are no longer suitable. Therefore, the People's Committee of Khanh Hoa province proposed to make early adjustments to have a basis for further implementation.

In addition, under the direction of the Prime Minister, Khanh Hoa province was assigned to implement the resettlement and site clearance component project. After review, the resettlement areas need to adjust the area and scale according to reality. In addition, the project planning approved in 2015 stipulates a 500m isolation zone from the factory fence, but on April 17, 2025, the Ministry of Science and Technology proposed to expand the residential exclusion zone by at least 1km. This difference makes the resettlement location of Ninh Thuan 2 no longer suitable, requiring the ministries and branches to agree to ensure legality and feasibility.

Khanh Hoa Province's Department of Industry and Trade also said that the total investment for the resettlement project when implementing the Ninh Thuan Nuclear Power Project approved by the Prime Minister is 3,235 billion VND. However, after reviewing the number of households, compensation levels and construction costs, the preliminary figure has increased to about 12,392 billion VND. Up to now, the project has only been allocated 3,236 billion VND according to the province's proposal and the Prime Minister's direction. Currently, the ministries and branches are synthesizing the opinions of relevant agencies on funding for resettlement to report to the Prime Minister for resolution.

The Ninh Thuan nuclear power project was approved by the National Assembly to continue investment in November 2024, including 2 plants (each plant has 2 units) with a total capacity of about 4,600 MW. Ninh Thuan 1 plant is located in Phuoc Dinh commune, and Ninh Thuan 2 plant is located in Vinh Hai commune (Khanh Hoa province). To implement the project, about 1,153 households will have to be relocated. To date, the project area has completed the inventory work and is organizing the verification of land origin, and resolving land and property disputes.
