- Mr. Tran Quoc Tuan: After operating the 2-level government model, the tasks of the commune level were decentralized to a relatively large extent. In the field of agriculture and environment alone, there were 247 tasks performed by the commune level, of which 93 tasks were related to the land sector. Therefore, in the beginning, in some localities, the responsible staff was still lacking and inexperienced, so they encountered many difficulties in performing their tasks.
In addition, at this time, in some communes, there are key provincial and national projects passing through, so the workload related to land, site clearance, resettlement, etc. is very large. Faced with this reality, as a specialized department, we decided to second staff to the grassroots to work with the locality to resolve difficulties.
- Reporter: So, what is the specific plan for this secondment, sir?
- Mr. Tran Quoc Tuan: We dispatched 48 officials to 48 communes and wards in the province for a period of 3 months based on the registration needs of the localities. In particular, we focused on arranging officials to reinforce communes and wards with key projects passing through, prioritizing 35 communes and wards with the North-South high-speed railway project and communes facing difficulties in implementing new tasks related to the field of agriculture and environment.
The seconded staff will directly participate in handling issues such as site clearance, granting land use right certificates (LURCs), managing natural resources and the environment, preventing plant and animal diseases, operating irrigation works, etc. At the same time, the seconded staff will advise and connect between the commune level and specialized agencies to resolve issues beyond their authority.

- Reporter: How is the support policy for seconded staff implemented?
- Mr. Tran Quoc Tuan: Before implementing the plan, we surveyed the specific needs of each commune and ward and arranged for staff with appropriate expertise and experience. For the seconded staff, the criteria are that they must be voluntary, have solid expertise, be able to cover all tasks, and have a dynamic and elite style.
The Department has organized training and provided documents including handbooks on the tasks of the Department of Agriculture and Rural Development at the commune level, and a set of procedures for handling administrative procedures in related fields. At the same time, it has established connection channels and a professional advisory team of 8 officers at the Department to be ready to support seconded officers when needed.
In addition to the current salary, seconded staff will enjoy the regimes and policies according to the secondment regulations, business travel allowances, training allowances and other legal benefits. At the same time, the results of performing tasks during the secondment period will be an important criterion for evaluation, classification and year-end rewards.
- Reporter: Can you tell us what key tasks will be carried out by the seconded officers at the grassroots level?
- Mr. Tran Quoc Tuan: At the grassroots level, the seconded cadres do not do professional work "hands-on" but must assess the situation, analyze the difficulties that the locality is facing. Thereby, advise the chairman of the People's Committee of the commune or ward or advise the council of the department to direct the solution.
With the spirit of seconded cadres eating, living and working together in the communes, under the management of the People's Committee at the commune level, 48 seconded cadres must immediately learn about the difficulties in the process, procedures and equipment for issuing land use right certificates; procedures on natural resources, agriculture and environment and rural development; focus on supporting the handling of violations in epidemic prevention...
For the 35 communes where the North-South high-speed railway project passes through, the seconded staff need to focus on providing guidance on land acquisition and clearance. In particular, focusing on measures to strictly manage the current situation, preventing organizations and individuals from taking advantage of policies to illegally build in order to benefit from compensation; at the same time, providing guidance on the process and procedures for compensation and land acquisition and clearance; participating in supporting the development of planning tasks, detailed planning of resettlement areas, and concentrated cemeteries in the area.

- Reporter: When implementing this plan, seconded officers may encounter certain difficulties. What are they, sir?
- Mr. Tran Quoc Tuan: This is the initial stage of operating a two-level government with decentralized tasks and some new regulations, so when the department's officials and civil servants are reinforced to communes and wards, they may encounter many challenges and difficulties. For example, most communes in the province need to strengthen 2-3 provincial officials to support the locality, while the number of department officials is limited.
Currently, each commune and unit is assigned to support one officer with a certain level of expertise in each field, while the workload at the commune level is large and the field is wide, so it is certain that the assigned officer will find it difficult to guide and resolve all issues related to the field of agriculture and environment. In addition, many assigned officers work in some communes in remote areas, so travel and accommodation conditions are difficult...
Therefore, it is hoped that the People's Committee at the commune level will accompany, support, and create all conditions in terms of facilities, accommodation, and other conditions for seconded cadres to stabilize their lives, integrate into the local community, and successfully complete assigned tasks in order to contribute to the commune and ward in improving the effectiveness and efficiency in operating the two-level government.
- Reporter: In the coming time, what orientation does the Department of Agriculture and Environment have to improve the effectiveness of the 2-level government model in related fields through the secondment program?
- Mr. Tran Quoc Tuan: In the short term, the department's seconded staff will focus on the fields of site clearance, land valuation, land allocation, land recovery, issuance of land use right certificates; land management, natural resources and environmental protection; prevention and control of plant and animal diseases; management and operation of irrigation works, response to climate change; resolving backlogs and problems in other related professional fields. However, in the long term, we are ready to support communes and wards to remove all difficulties and problems within the scope of specialized management.
Along with the dispatch of staff, the unit has established a team to support and provide professional guidance in all areas of the department's management to be ready to support, guide, and resolve all problems at the commune level, contributing to the effective implementation of the 2-level government model.
