The Ministry of Home Affairs has issued a document requesting provinces and cities to review and report on the implementation of decentralization, delegation of power, and assignment of authority according to the 2-level local government model.
Specifically, the Ministry of Home Affairs requested localities to assess the feasibility, advantages and difficulties in implementing regulations on decentralization and delegation of power in decrees, circulars and other legal documents.

The Ministry of Home Affairs noted to focus on the tasks and authorities that have been decentralized to local authorities at the commune level for implementation.
In case of difficulties or problems, the People's Committees of provinces and cities are requested to send documents to the ministries managing the sectors and fields for synthesis, research, completion or guidance according to their authority; at the same time, send them to the Ministry of Home Affairs for synthesis and reporting to competent authorities.
The review and assessment aims to implement Conclusion 179 of the Politburo and Secretariat, and at the same time promptly remove and resolve difficulties and problems arising in ethnic and religious work in the locality.
The team of cadres and civil servants directly doing this work needs to be comprehensively reviewed to ensure that they are assigned to the right job position, with the right capacity and expertise; and have sufficient quantity and quality to meet the requirements and tasks at the grassroots level.
In addition, the Ministry of Home Affairs also requested agencies and units to assess the current situation and the number of increases or decreases compared to the time before July 1. At the same time, it is necessary to clearly point out the advantages as well as the shortcomings and limitations such as lack of human resources, lack of expertise, etc.
From the above situation, it is necessary to make recommendations and proposals on the organization of the apparatus, staffing to ensure quantity; training and fostering work to improve quality; and policies on remuneration and attracting capable and dedicated human resources.
