The Ministry of Finance has just completed the dossier to submit to the Government a draft Decree amending and supplementing Decision No. 269/2005/QD-TTg on the service allowance regime for officials and civil servants holding leadership positions in state agencies, political organizations, and socio-political organizations. If the draft is approved, it will take effect in 2025 and replace Decision 269/2005/QD-TTg.
The draft decree consists of 5 articles, clearly defining the subjects of application, allowance levels, implementation principles, funding sources and enforcement provisions. In particular, the Ministry of Finance proposes 6 groups of subjects receiving service allowances according to the new proposal.

Specifically, according to Article 1 of the draft Decree, 6 subjects entitled to service allowances are cadres and civil servants elected to positions or appointed to leadership positions in state agencies, political organizations, and socio-political organizations entitled to service allowances prescribed in this Decree, including:
1/ Members of the National Assembly Standing Committee; Chief of the Office of the President ; Head of the Party Central Committee; Chief of the Central Office; Director of the Ho Chi Minh National Academy of Politics; Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine and positions that have been assigned a salary equivalent to the Head of the Party Central Committee.
Ministers, Heads of ministerial-level agencies; State Auditor General; Chairman and Permanent Vice Chairman of the Central Committee of the Vietnam Fatherland Front and positions whose salaries are equivalent to those of Ministers.
Secretaries of Provincial and Municipal Party Committees of provinces, centrally-run cities, and grade I cities; Permanent Deputy Secretaries of Hanoi and Ho Chi Minh City Party Committees; Chairmen of People's Councils and Chairmen of People's Committees of Hanoi and Ho Chi Minh City.
Lieutenant General; Navy Admiral; Director of General Department, Political Commissar of General Department; Commander, Political Commissar of Military Region, Service, Border Guard, Army Corps; equivalent or higher positions in the People's Army. Lieutenant General in the People's Public Security force.
2/ President of Vietnam Academy of Social Sciences; President of Vietnam Academy of Science and Technology.
3/ Deputy Head of the Central Inspection Commission; Deputy Head of the Party Central Committee; Deputy Chief of the Central Office; Secretary of the Party Committee of the Central Committee; Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Deputy Director of the Ho Chi Minh National Academy of Politics; Deputy Editor-in-Chief of Nhan Dan Newspaper; Deputy Editor-in-Chief of Communist Magazine; Director of the National Political Publishing House Truth.
Vice Chairman of the Nationalities Council; Vice Chairmen of the National Assembly Committees; Vice Head of the National Assembly Office; Vice Head of the President's Office; Deputy Chief Justice of the Supreme People's Court; Deputy Chief Prosecutor of the Supreme People's Procuracy; Deputy State Auditor General; Deputy Minister; Deputy Head of a ministerial-level agency, Head of a government agency;
The positions and titles with the highest military ranks are Lieutenant General, Vice Admiral of the Navy, Major General, Rear Admiral of the Navy according to Government regulations in the People's Army (except for the subjects specified in Clause 1). Lieutenant General; Major General in the People's Public Security force.
4/ Member of the Central Inspection Commission; Deputy Secretary of Provincial Party Committee, City Party Committee, provinces, centrally run cities, type I cities; Chairman of People's Council, Chairman of People's Committee of provinces, centrally run cities, type I cities.
5/ Member of the Presidium of the Central Committee of the Vietnam Fatherland Front.
6/ Assistant to key leaders of the Party and State; Permanent Assistant to the Secretariat.
According to Article 2 of the draft Decree, the Ministry of Finance proposes to increase the allowance from VND 400,000/month to VND 2.7 million/month, applicable to subjects specified in Clause 1 and Clause 2, Article 1. Increase the allowance from VND 200,000/month to VND 1.35 million/month, applicable to subjects specified in Clause 3, Clause 4, Clause 5, Clause 6, Article 1.
Meanwhile, according to Article 2 of Decision 269/2005/QD-TTg, the current allowance level of 400,000 VND/month is applied to the subjects mentioned in Clause 1, Clause 2, Article 1 of Decision 269/2005/QD-TTg and Senior Experts level 3.
The allowance of VND 200,000/month applies to the subjects mentioned in Clauses 3, 4 and 5, Article 1 of Decision 269/2005/QD-TTg and Senior Experts of level 1 and level 2. In case of holding concurrent positions, they will receive a service allowance according to the highest position.
