Special treatment to attract top 100 experts
In the announcement concluding the third meeting of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06, the Steering Committee assigned the Ministry of Home Affairs to preside over and coordinate with relevant agencies to urgently develop criteria, management regulations, working regimes, remuneration and recruitment processes, to deploy strategic systems and breakthrough initiatives to submit to the Prime Minister for consideration and decision.
The Ministry of Home Affairs is also assigned to develop and promulgate mechanisms and policies to attract human resources, talents in science , technology, innovation, and digital transformation at home and abroad, and have special preferential policies to attract at least 100 leading experts to return to work in the country, to be completed by August 2025.

In addition, the Ministry of Home Affairs is also assigned to urgently coordinate with the Central Organizing Committee to develop and submit to the Government a Decree on assessing and classifying the quality of civil servants, including proposing monitoring (criteria for performance results of civil servants) to start implementation from January 1, 2026.
The Steering Committee noted that it is necessary to continue promoting the emulation movement nationwide to join hands to develop science and technology, innovation and creativity; strengthen monitoring and inspection of administrative reform work, promptly grasp information synthesizing difficulties and obstacles in the operations of local governments at two levels, ensuring smooth and effective service to people and businesses.
Implementing Talent Attraction Strategy
The Steering Committee also requested to study and select a chief engineer for science and technology, a chief engineer for professional activities to coordinate with the Ministry of Science and Technology, the Ministry of Public Security and technology enterprises to build the architecture and digital transformation strategy of the ministry and industry. To be completed in September 2025.
The Ministry of Science and Technology is assigned to preside over and coordinate with relevant agencies to develop, amend and supplement 4 Laws: Law on Digital Transformation, Amended Law on Intellectual Property, Amended Law on High Technology and Amended Law on Technology Transfer, to be submitted to the National Assembly at the 10th session of the 15th National Assembly.
At the same time, Decree No. 82/2024/ND-CP regulating the management of investment in information technology applications using state budget capital will be amended, ensuring quick and convenient investment procedures.
The Ministry of Science and Technology proposes solutions to implement policies to encourage research facilities, educational and training establishments, and scientific and technological organizations to establish and contribute capital to establish enterprises to commercialize research results; implement the Talent Attraction Strategy to 2030, with a vision to 2050. To be completed in September 2025.
Assessment, commune level
At the regular Government meeting last July, Minister of Home Affairs Pham Thi Thanh Tra emphasized: “Recently, we mainly calculated mechanical consolidation. Now that things have gradually stabilized, localities need to pay special attention to reviewing, evaluating, and screening the team of commune-level cadres and civil servants, combined with restructuring and thoroughly resolving policies.”
The Minister noted that the support policy under Decree 178/2024 is unlikely to be extended. Therefore, the Ministry of Home Affairs recommends that localities “act quickly and decisively”. Officials who do not meet the requirements can be encouraged to resign on their own initiative, thereby meeting the requirements of restructuring and improving the quality of the team.
