Thanks to the capital, people have gradually changed their awareness and know how to invest in developing economic models.

Truong Son is a mountainous commune located in the west of Quang Ninh district. This is a border commune located about 70km from the district center, with a 38km border with Laos. Because the area is located in a remote area, many villages and hamlets are separated by hills, rivers and streams. The whole commune currently has 1,283 households; of which the Bru-Van Kieu people have 783 households, 3,398 people, accounting for 63.23% of the commune's population. There are 349 poor households, accounting for 27.2% of the total households in the area, of which the Bru-Van Kieu poor households have 327 households. There are 152 near-poor households (with 700 people) accounting for 11.85% of the total households in the area. In general, the lives of people here, especially the Bru-Van Kieu people, still face many difficulties. In remote villages along the border, essential infrastructure has not been properly invested, and people still lack land for production.

Director of the Transaction Office of the Social Policy Bank of Quang Ninh District Nguyen Tuan Ngoc said: Truong Son is one of the particularly difficult communes of the district. Therefore, the attention and support for people, especially ethnic minorities in the area, to have capital to do business and escape poverty has always been paid attention to by the Party Committee, the district government and the Social Policy Bank. In the past time, the Transaction Office of the Social Policy Bank of the district has coordinated with the commune's poverty reduction committee, together with mass organizations to sign a trust contract to create conditions for poor households, near-poor households and other policy beneficiaries to borrow capital to improve their lives and increase their income. Thanks to guidance and propaganda on how to use loans, borrowers have used them for the right purposes and complied with the regulations on paying interest and principal.
Currently, the district's VPBXH is implementing 12 credit programs in the area, with outstanding loans reaching over 42.5 billion VND, including many loan programs with high outstanding loans, such as: Loans for households producing and doing business in difficult areas with outstanding loans of over 19.8 billion VND; preferential loans for poor households with nearly 10.8 billion VND... The social policy credit capital has helped many poor and near-poor households develop their economy and have stable incomes; many local workers have been created jobs; many clean water projects have also been invested in construction... Through the policy credit capital, it has contributed to reducing the poverty rate of the commune, ensuring local social security.
Currently, the outstanding loans of the ethnic minority loan programs in the province have reached more than 20.7 billion VND, with more than 770 ethnic minority customers receiving loans. After receiving loans, people have invested in livestock production models, afforestation... Many models have helped them have a stable income, so they no longer have the mindset of waiting and relying on state subsidies.

Not only in the border commune of Truong Son, policy credit capital has also been covered to almost all remote and border communes in the province. In Le Thuy, policy credit capital has also reached poor households and ethnic minorities in the border communes of the district. Mr. Dang Dai Ngon, Director of the Le Thuy District Social Policy Bank Transaction Office, said: The district has 5 communes located in difficult areas, of which 3 communes Kim Thuy, Ngan Thuy, Lam Thuy are particularly difficult with the majority of ethnic minorities. In order for credit capital to reach the people and change their lives, in recent times, the district Social Policy Bank Transaction Office has deployed credit networks spread throughout the most remote hamlets and villages. Thanks to that, 17 policy credit programs, with preferential loan packages for poor households and ethnic minorities have reached the people... Thanks to the implementation and guidance for people and ethnic minorities to borrow capital, in recent years, the poverty rate has decreased by an average of 3-4%/year. People's lives, especially ethnic minorities, have gradually improved.

Mr. Tran Van Tai, Director of the VBSP - Quang Binh Branch, said: In recent years, to promote economic development in remote, isolated and border areas, the provincial VBSP has coordinated with departments, branches, local authorities, and socio- political organizations to continue to promote policies and implement preferential loan programs for local people. Capital is considered an important "key" to open a new future to help people and ethnic minorities escape poverty sustainably. However, currently, loans under the program for ethnic minorities and mountainous areas according to Decree No. 28/ND-CP have not yet met the local borrowing needs. Therefore, in the coming time, the VBSP - Quang Binh Branch hopes that local authorities will pay attention to supplementing credit capital, creating conditions for people to access capital to invest in production development and ensure social security.
