Management story: Persistently combating IUU fishing

(QBĐT) - According to statistics at the end of April 2025, the whole province currently has 3,939 fishing vessels of 6m or more, of which 1,170 are 15m or more, 293 are 12-15m, and 2,476 are 6-12m. To effectively manage this large number of fishing vessels, the authorities have actively coordinated with local authorities to directly guide and issue documents related to fishing vessels to fishermen. As a result, some indicators on fishing vessel management are higher than the national average.

Along with that, in order to contribute to the sustainable development of aquatic resources, the Provincial People's Committee has issued many legal documents to meet the requirements of combating illegal, unreported and unregulated (IUU) fishing, in accordance with the EC's recommendations; and at the same time, issued policies to support fishermen. Therefore, the awareness of officials and fishermen has been raised; the management of fishing vessels and control of fishing vessel activities have become increasingly strict, recognized by the Central working group, especially the results of handling "3 no" fishing vessels in the province are better than in other localities; the rate of monitoring aquatic products through fishing ports has increased; the work of inspection, control and handling of IUU fishing violations has been carried out effectively.

In addition to the remarkable results achieved, the work to combat IUU fishing still has many shortcomings and limitations, such as: The rate of monitoring seafood output through ports is very low; the situation of crossing maritime boundaries and losing VMS connection still occurs; the fishing logs recorded by fishermen at sea do not ensure reliability; the work of verifying and handling IUU fishing acts of disconnecting VMS, crossing maritime boundaries, and violating fishing logs is still limited compared to the detected cases, the inspection and licensing of fishing have not been completed...
In order to best prepare for the reception and working with the 5th EC Inspection Delegation (expected in October 2025), we need the support of relevant ministries and branches to overcome problems, ensure fishing vessel monitoring services in accordance with regulations; build new fisheries inspection vessels with a capacity of over 1,000CV to serve the fight against IUU fishing. In addition, the provincial authorities need to coordinate and support the provision of data on aquatic product output by fishing vessels of Quang Binh province unloading at fishing ports in other provinces for general monitoring updates. At the same time, guide the unloading of aquatic products and monitor the unloading of aquatic product output at fishing ports on the beach and storm shelters for fishing vessels; complete the eCDT electronic aquatic product traceability software, ensure smooth implementation, easy access for fishermen, convenient declaration, etc.
We believe that, with synchronous solutions, the increasingly effective work to combat IUU fishing will contribute to building a modern and sustainable fisheries industry, meeting the requirements of international integration, and at the same time be an effective measure to protect the "silver sea" for future generations.
