On June 14-15, the Ho Chi Minh National Academy of Politics chaired and coordinated the organization of a national online training conference on professional expertise related to the organization of the two-level local government apparatus; decentralization, delegation of power and assignment of authority. The conference aims to ensure the unified direction of the Politburo, the Secretariat, the Government, and the Prime Minister on the principles of decentralization, delegation of power and assignment of authority when operating the two-level local government organization model, ensuring the implementation of the motto: "locality does, locality decides, locality is responsible"; promptly deploying legal documents on the organization of two-level local government; decentralization, delegation of power and assignment of authority. At the same time, equip knowledge and skills for cadres and civil servants, especially new provincial and communal cadres and civil servants after the arrangement, on basic issues of operation of local governments at 2 levels and receiving authority, defining functions, tasks, decentralization, and delegation of power from the Central to local levels.
At the conference, representatives of VNPT Group introduced AI solutions to support the administrative procedure processing process. The core function of this AI assistant is to answer information automatically 24/7. This application uses Generative AI technology to understand and answer questions from people and businesses accurately and immediately about thousands of administrative procedures such as new administrative boundaries, name changes, necessary documents that need to be adjusted (household registration, CCCD, business license...). At the same time, it provides information about new policies and regulations arising after the merger (such as: tax, land,education , health) in an easy-to-understand way, personalized for each case. Based on the information provided by the user (type of document to be changed, old/new address, type of business), the AI assistant will also automatically identify the administrative procedures that need to be performed and provide detailed instructions for each step and each document that needs to be prepared.

According to VNPT representative, in the process of restructuring and streamlining the apparatus, it is inevitable that there will be arising problems and challenges in the field of administrative procedure settlement. The change of administrative boundaries, names, and related regulations makes people and businesses confused and unclear about information, leading to a sudden increase in the need to ask questions and carry out administrative procedures. In addition, in the context of streamlining the payroll, the team of cadres and civil servants must both grasp the new business processes and handle the increasing number of documents, causing great pressure and potential risks of delays and errors.
