Recently, based on legal documents of the State and the Ministry of Health, the General Department of Logistics and Engineering has directed the Military Medical Department to work with the Military Industry-Telecoms Group (Viettel) and the Technical Application and Production Company Limited (TECAPRO)/ Ministry of National Defense to study solutions for implementing the E-Health Insurance Scheme at military hospitals. In particular, hospitals have proactively coordinated with service providers to complete technical and technological solutions; continue to review and upgrade information technology infrastructure, software and other conditions to maintain the implementation of the E-Health Insurance Scheme suitable for each hospital, ensuring economic efficiency, synchronization and unity.

At the same time, the Military Medical Department and agencies and units have reviewed and completed the business process and forms for the implementation of the HSSKĐT; developed documents regulating and guiding the creation, updating, storage and sharing of data on military HSSKĐT and directed military medical agencies at all levels in the implementation. Completed the software and database of HSSKĐT, installed and configured on the data center, and exploited and used at the unit. Reviewed, invested and upgraded the information technology infrastructure with HSSKĐT software for agencies and units to do it first. Built a HSSKĐT data management center, in which more than 600,000 data have been initialized on the system. It is expected that agencies and units will complete the standardization of military data and update health information in 2025 before July 30.
After listening to the reports and opinions at the conference, Senior Lieutenant General Le Huy Vinh acknowledged and highly appreciated the achievements of relevant agencies, units, and hospitals in implementing HSBAĐT and HSSKĐT.
To ensure the implementation of the contents according to the set goals, Senior Lieutenant General Le Huy Vinh requested the focal units under the Ministry of National Defense and hospitals to strengthen leadership and direction, urgently deploy the implementation of HSBAĐT before September 15. Urgently review, plan, organize the completion of technical infrastructure, equipment, and health records before August 15 to be ready to deploy HSSKĐT in the next phase.

Lieutenant General Le Huy Vinh assigned TECAPRO Company to support funding for deploying servers, information technology infrastructure and related conditions suitable for each hospital. Viettel Group regularly upgrades new versions, adds features, patches errors, and promptly fixes arising difficulties and inadequacies. Command 86 synthesizes, reviews needs, ensures computers and related equipment according to proposals from agencies and units. The Communications Corps is in charge of ensuring the TSLqs network connection is smooth from the Ministry of National Defense Data Center to the access node at the information station of the regimental line and equivalent.
Along with that, the General Department of Logistics and Technology directed the Military Medical Department to review and evaluate the implementation results and common difficulties and obstacles of hospitals in building and deploying the HSBAĐT and HSSKĐT; organize additional training courses on new software content and content that needs to be focused on. The Finance Department guided units to prepare detailed estimates, organize procurement and payment settlement in accordance with the regulations of the State and the Ministry of National Defense.
