Thanh Hoa currently has a synchronously developed system of facilities and schools, a widespread network of educational institutions, meeting the learning needs of children of all ethnic groups in the province. Up to now, the whole province has over 25,700 solid classrooms, reaching a rate of 90%; the rate of schools meeting national standards accounts for 86.8% (the national average is 65%). The team of teachers and educational managers has been strengthened in both quantity and quality, basically meeting the requirements of management, teaching and learning. The rate of managers and teachers with standard qualifications is 98.8%, the rate of above-standard qualifications is 33.72%; the rate of managers and teachers participating in the implementation of the 2018 General Education Program (GDPT) receiving professional training is 100%... This is an important premise for innovating teaching, testing and assessment methods in the direction of developing students' qualities and capacities. Preschool and general education programs are implemented seriously, in the spirit of innovation, with increasingly improved quality, approaching the goals of modern education.

Thanks to that, the quality of comprehensive education continued to be stable in the past school year, and key education clearly showed outstanding efforts. In the 2025 Thanh Hoa high school graduation exam, it ranked 7th out of 34 provinces and cities after the merger, up 7 places compared to 2024. The whole province had 1,031 exams with a score of 10, with 1 valedictorian in group X06 and 7 runners-up nationwide. In the 2024-2025 national high school excellent student selection exam, 77/90 students in the province won prizes, reaching a rate of 85.6% (the rate of students winning prizes ranked 5th in the country). There were 4 students participating in the second round of the exam to select teams to compete in the International Olympiad in the subjects: Mathematics, Physics and Informatics. There is 1 student who won a Silver Medal at the "Asian Mathematics Arena" competition in 2025 held in Japan... These achievements put Thanh Hoa in the top of the country in key education.

Along with that, STEM education, scientific and technical research and entrepreneurship among students are also outstanding highlights, contributing to stimulating innovative thinking, training life skills and integrating practice into the learning process. Last school year, Thanh Hoa had 1 first prize, 1 second prize, 1 promising prize at the national science and technology competition, including a project selected to participate in the international competition.

The field of vocational education and continuing education has also seen encouraging developments. The network of vocational education facilities basically meets the needs of learners; 100% of learners are educated in ethics, life skills, extracurricular activities, experience learning about local history and culture and training to improve physical strength; the rate of post-secondary education is gradually implemented in accordance with regulations, thereby contributing to increasing the rate of trained workers in the province from 70% in 2020 to 74% in 2024, expected to reach 75% in 2025.

The universal education work has been maintained and improved in quality. The whole province continues to meet the standards of universal preschool education for 5-year-old children, universal primary education level 3, universal secondary education level 2, and illiteracy eradication level 2. General education institutions have successfully implemented the 2018 General Education Program in all grades from grade 1 to grade 12. This is also the basis for the sector to continue implementing the tasks of fundamental and comprehensive innovation in education and training in the coming period.

In the 2025-2026 school year, Thanh Hoa sets a goal of continuing to innovate and improve the quality of preschool, general education and continuing education. Prepare well the conditions to implement universal preschool education for children from 3 to 5 years old; effectively implement the 2018 General Education Program, organize two-session teaching/day in accordance with local conditions. Thereby, determined to continue to maintain and improve the quality of comprehensive education and key education, promote the training of national excellent students, strive to increase the number and quality of national awards, participate in and win international awards.

Thanh Hoa education sector determined to promote digital transformation, administrative reform in education, complete the sector database; effectively deploy digital transcripts, electronic contact books; apply artificial intelligence in education; implement digital competency and digital skills framework for the entire sector. In addition, the sector will focus on reviewing, arranging, and reorganizing the scale of schools and classes to ensure that they are reasonable and suitable to practical conditions; invest in facilities at main schools to expand the scale, gradually reduce the number of satellite schools. Continue to arrange investment capital, integrate programs and projects, mobilize socialization to invest in facilities, support education and training activities; create conditions for the development of non-public education...

In August 2025, Thanh Hoa province sent a document to the Ministry of Education and Training, proposing an investment portfolio to build a system of inter-level primary and secondary boarding schools in 16 border communes of the province. Of which, the construction phase in 2025 has 6 projects, with a total investment of about 739 billion VND. In 2026, the province will continue to implement 17 other projects, with a total capital of about 823 billion VND. Investing in an inter-level boarding school system in border areas not only aims to improve the quality of education but also contributes to retaining students in class, creating better learning conditions for children of ethnic minorities.
