Mass mobilization comes first

- In Yen Son district, many key projects and works of the province and district have been and are being implemented. In order to ensure the progress of the projects and works, the mass mobilization work in site clearance has been focused on leadership, direction and synchronous implementation by Party committees and authorities at all levels from the district to the grassroots, creating high consensus and unity.

Flexible mass mobilization

Currently, the district is implementing many large projects such as: Tuyen Quang - Bac Ninh Expressway Project
Ha Giang, the section through Yen Son district, My Lam - Tuyen Quang Resort Urban Area, Ho Chi Minh Road Project, Chu Market - Trung Son Intersection and residential areas auctioning land use rights in 2025... therefore the volume of site clearance for works and projects is very large.

Comrade Nguyen Huu Phuong, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Yen Son district said: Determining that site clearance is a difficult step in the process of implementing key projects and works, therefore, the Party committees, authorities and mass organizations at all levels of the district always focus on effectively implementing mass mobilization work in site clearance with many flexible and creative ways.

The district did not prioritize enforcement, but chose the motto of "skillful mass mobilization" as the focus. At the same time, the District Party Committee and the Standing Committee of the District Party Committee directed the effective coordination between the agencies: the District Party Committee's Mass Mobilization Committee, the District Fatherland Front Committee and socio -political organizations with the District People's Committee and the District Land Clearance Council; built a coordination regulation between the District Party Committee's Mass Mobilization Committee and the District People's Committee, thereby proposing specific solutions for implementation.

In particular, district officials regularly go directly to the grassroots, inspect the progress of projects, listen to and grasp the thoughts and aspirations of the people. At the same time, they clearly explain and propagate the purpose and significance of the projects, especially key projects that affect the lives and livelihoods of the people, creating trust and support from the people for the development policies of the district.

The Tuyen Quang - Ha Giang Expressway project, the section passing through Nhu Khe commune, has a total length of 3.8 km, with a land acquisition area of ​​over 234 hectares. Comrade Tran Van Tuyen, Chairman of Nhu Khe Commune People's Committee, said: "The Party Committee, the commune government and the villages have organized many meetings to disseminate the policy, significance and benefits of the project; publicize the compensation plan and call for the support and consensus of the people.

The commune has established land clearance teams to visit each affected household to propagate and mobilize; at the same time, grasp the thoughts, aspirations, opinions and recommendations of the people to reflect to the Party Committee and authorities at all levels to resolve promptly, appropriately and reasonably, ensuring the best interests of the people and in accordance with the provisions of the law... Therefore, it has created high consensus and unanimity among the people, up to now, Nhu Khe commune has completed the inventory and compensation work for 158 households and 2 organizations, reaching 100% of the land area to be recovered".

In 2025, Hung Loi commune coordinated with the District Land Clearance Council to carry out land clearance for the construction of the Ho Chi Minh Road project, Chu Market - Trung Son Intersection, with more than 70 households affected, and the land area recovered was about 4.56 hectares. Comrade Ban Van Than, Chairman of Hung Loi Commune People's Committee, said: "During the process of land clearance, the commune mobilized the participation of the entire political system and implemented many synchronous solutions. In particular, mass mobilization work was maximized with the motto "slow and steady wins the race", while at the same time publicizing compensation, compensation, and support policies for land clearance. Thanks to that, the whole commune agreed, handed over the land on schedule, and there were no cases of forced eviction."

The Ho Chi Minh Road Project section from Cho Chu to Trung Son Intersection (Yen Son) is under construction.

Ms. Thach Thi Chanh, Cooc hamlet, Hung Loi commune shared: “My family is a household subject to land and property recovery, with an area of ​​over 200 m2. At first, I was very worried and afraid that I would not have a house. After being informed and explained by the Party Committee and the commune government, my family knew that this was an important project of the district and province, aiming to expand traffic routes, serve people's lives, and develop the socio-economy, so we agreed with the policy, actively participated in meetings and discussions to agree on a compensation plan, and hand over the site to the commune government."
With synchronous measures, skillful propaganda and mobilization, up to now, the Tuyen Quang -

Ha Giang section passing through Yen Son district has recovered 141.9 hectares of land from 613 individuals and organizations with compensation of 225.51 billion VND, reaching 97% of the land area to be recovered. The district has handed over 16.28 km of the road to the construction unit. The total number of households to be resettled in the meeting was 121, and a decision was made to allocate land to 90 households.

The Ho Chi Minh Road project, Chu Market - Trung Son Intersection, was approved by the District People's Committee for compensation with an amount of over 104 billion VND/60.8 ha/16.5 km; the district has paid 88.16 billion VND to 429 households, handing over 15.7 km of the road to the construction unit.

Thanks to flexibility in mass mobilization work, along with the participation of the entire political system, the difficulties and problems in site clearance work have been thoroughly and promptly resolved by the Party Committee and the Yen Son district government, creating a spread and consensus among the people to implement key projects on schedule.
