The times of "fighting with criminals"

Graduated from the People's Security Academy, Phan Quoc Viet (born in 1993) has been working at the Investigation Security Department, Nam Dinh Provincial Police since 2016. With his love for the profession and his intelligence and bravery, he and his teammates have solved many major cases, contributing to protecting the peace of the Fatherland.

2023 and 2024 marked an important turning point in Phan Quoc Viet's career when he participated in handling and investigating 29 cases with 105 defendants related to many complex crimes, including particularly serious cases on a national scale.

One of the outstanding cases is the case of “Forgery of seals and documents of agencies and organizations” and “Using fake seals and documents” that occurred in many provinces and cities across the country. Phan Quoc Viet said that the biggest obstacle of the case is that the subjects are very sophisticated, divided into many different groups: production group, design group, transportation group and collaborator group. The groups and their members do not know each other, operating online, in order to easily cut off links if discovered.

Besides his professional work, Captain Phan Quoc Viet actively participates in Youth Union and social activities.

The ringleaders used fake ID cards and fake names. Another big challenge was that the group operated across provinces and cities across the country. After a period of reconnaissance and investigation, Mr. Viet and his colleagues determined that the ringleaders' main areas of operation were in Ho Chi Minh City and Tien Giang . Nam Dinh Provincial Police coordinated with Ho Chi Minh City Police and Tien Giang Police to carry out the case.

Phan Quoc Viet personally went undercover in Ho Chi Minh City to monitor the movements and methods of the production group, design group, and transportation group in the capital. With accurate information from Mr. Viet, the police force caught the subjects in the act of forging seals and documents of agencies and organizations.

The case has prosecuted 48 defendants, seized more than 6,000 fake seals and documents (diplomas, transcripts, birth certificates, citizen identification cards, fake driver's licenses, etc.), and many sophisticated machines used to commit crimes. The resounding success of the case has not only attracted the attention of the whole country but also been recognized by the State and the Ministry of Public Security . The President has awarded the Second Class Military Exploit Medal to the Nam Dinh Province Security Investigation Department. Many individuals and groups, including Mr. Viet, have been awarded certificates of merit by the Ministry of Public Security. To thoroughly destroy this case, Mr. Viet has been undercover in Ho Chi Minh City for more than half a year, keenly and patiently tracking down every trace of the criminals.

Not stopping there, he also directly participated in the investigation of the case of "Organizing gambling" and "Gambling" on the online platform 9666club.com - a high-tech crime ring with a scale of up to 25,000 player accounts and a total transaction amount of about 3,600 billion VND. With his sharp data analysis and network investigation skills, Mr. Viet and his teammates dismantled the high-tech crime ring, prosecuted and arrested 10 subjects. This is one of the largest gambling rings in the locality.

Anh Viet said that the ringleader of this case is a young woman who regularly posts pictures of her lavish, luxurious life on social media to attract gullible, ignorant people who want to get rich quick. He followed this subject closely for 5 months, in many locations from Nam Dinh, Hanoi, Thai Nguyen. The subject often aims to lure and entice students, young people, and women to join the online gambling ring with attractive profits. Tens of thousands of people have fallen into this ring.

A passionate heart for the peace of the Fatherland

Not only stopping at economic and high-tech cases, in 2024, Phan Quoc Viet directly discovered and successfully arrested wanted subject Tran Cao Phong - who had been on the run for 14 years with two wanted decisions for the crimes of "Fraudulent appropriation of property" and "Abuse of trust to appropriate property". This subject left the locality since 2010, used many tricks to conceal his identity, lived in isolation in many southern provinces, changed his name, did not use identification papers, and had no social contact.

The only evidence Viet had was a tiny, blurred black-and-white portrait of the suspect. With experience, perseverance, and the intuition of a seasoned investigator, he turned over every detail, untangled every knot, and silently followed the faint clues.

He traveled thousands of kilometers from Nam Dinh to An Tay ward, Ben Cat city, Binh Duong province, to approach the subject. During the reconnaissance process, he discovered that the subject was staying in a market. Using his expertise, he persuaded the dangerous wanted subject Tran Cao Phong to surrender, ending his journey of escape that lasted more than a decade.

Behind the above achievements are countless silent sacrifices. With the nature of his reconnaissance and investigation work, Mr. Viet is often away from home, his wife and children, sometimes for months on end tracking down his subjects. The life of a security soldier has no place for simple peace, but sleepless nights, quiet journeys, and even dangerous confrontations. But he always has a passionate heart for the people and the country. His wife gradually got used to the intermittent phone calls, the holidays without her husband, and always acted as a solid rear for him to complete all his tasks well.

For Mr. Viet, investigation is not only a profession but also an ideal; it is the survival of justice, the belief in each verdict that brings the right person to the right crime.
