NDO - Pointing out that site clearance is the reason why many projects have been delayed in recent times, National Assembly deputies proposed that the Government soon study and submit to the National Assembly the content of separating compensation, resettlement support, and site clearance projects from public investment projects so that this policy can be widely applied to localities, becoming a new driving force in development investment.

Speaking at the discussion session in groups on the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province on the afternoon of May 31, delegate Au Thi Mai (Tuyen Quang delegation) expressed her interest in the policy of separating compensation, support, resettlement, and site clearance projects from group B public investment projects in the transport and irrigation sectors into independent projects (which have been allowed by the National Assembly to be applied in Khanh Hoa province under Resolution No. 55/2022/QH15). The delegate stated that for many years, the issue of compensation, resettlement support, and site clearance has been the reason why many projects, especially transport infrastructure construction projects, have been behind schedule, causing many consequences such as capital overruns; unfinished transport works have become bunkers and bottlenecks, causing environmental pollution and public outrage. |

Investors and contractors are exhausted from having to wait or not completing projects. Many projects that have not yet cleared the land have started but then cannot be implemented because the land has not been cleared. Meanwhile, the prices of raw materials, labor, and legal regulations are constantly changing, so by the time the projects are restarted, the capital has increased or other related problems have arisen. From the above analysis, delegate Au Thi Mai agreed with the assignment of Nghe An province to separate the compensation, resettlement support, and site clearance projects from the public investment projects. However, according to the delegate, many localities when implementing public investment projects also have problems with compensation, resettlement support, and site clearance, and at the meetings, they have proposed to the National Assembly to consider this issue. Therefore, the delegate suggested that the Government should soon study and submit to the National Assembly the content of separating compensation, resettlement support, and site clearance projects from public investment projects so that this policy can be widely applied to localities, becoming a new driving force in development investment, especially transport infrastructure and key national projects. Discussing further on the issue raised by delegate Au Thi Mai, delegate Nguyen Van Quang ( Da Nang City delegation) said that regarding the separation of site clearance projects from public investment projects, all National Assembly delegations and National Assembly deputies found this necessary. "Recently, in the speech of the Minister of Planning and Investment on behalf of the Government, it was also clearly stated that there is a plan to summarize this issue and will report to the National Assembly for policy proposals," the delegate informed. |

According to the Secretary of the Da Nang Party Committee, waiting for this content to be legalized will take a long time. To speed it up, based on the pilot organization of localities in the recent past, especially in the context of implementing the 2024 Land Law, which requires a resettlement project before land recovery, it is possible to agree to propose the National Assembly to have a resolution on this issue and implement it simultaneously with the time the 2024 Land Law comes into effect. "This will solve many related problems, ensuring synchronization, because the most difficult thing for us right now is still the story of order and procedures," emphasized delegate Nguyen Van Quang. Regarding the proposed new policies, Clause 4, Article 3 of the draft Resolution stipulates that Nghe An province is allocated an additional 50% of the public investment capital from the central budget with additional targets for the locality according to the principles, criteria and norms prescribed in the Resolution of the National Assembly Standing Committee on principles, criteria and norms for allocating public investment capital from the state budget for the period 2026-2030 to invest in key infrastructure projects in the province and develop socio -economic infrastructure in the western region of Nghe An. Regarding this content, delegate Au Thi Mai expressed concern because in reality, there are many localities nationwide with difficulties in infrastructure and socio-economic conditions that need support and investment from the central budget, such as the northern mountainous provinces. Therefore, the allocation of central budget resources for Nghe An province needs to be calculated to ensure balance and harmony in the overall picture. At the same time, the delegate also said that the allocation of an additional 50% of public investment capital from the central budget should be considered in accordance with the State Budget Law when Clause 3, Article 40 of the Law stipulates that the total annual development investment capital support from the central budget for local budgets specified in this point must not exceed 30% of the total basic construction investment expenditure of the central budget. The delegate suggested that the Government should assess the specific impact on the leading role of the central budget. "If the regulations are as in the draft Resolution, it will create unfairness among localities, especially the central, Central Highlands, and northern mountainous regions where socio-economic conditions are still very difficult," the delegate stated. |

Approving the policy of proposing the People's Council of Nghe An province to consider and decide on increasing the proportion of state capital participation to no more than 70% of the total investment for investment projects under the public-private partnership (PPP) method, however, delegate Nguyen Duy Minh (Da Nang City delegation) wondered whether the maximum proportion of state capital participation of 70% is enough to attract investors, especially for projects in difficult areas such as western Nghe An, which are even more difficult to attract. During the discussion session, delegates expressed high agreement with the contents stated in the draft resolution on piloting specific mechanisms and policies for Nghe An province; through studying the documents, it was shown that the draft resolution has fully ensured both political , legal and practical bases as well as the urgency to issue. Therefore, the delegates agreed with the Government's proposal to submit the draft resolution to the National Assembly for consideration and approval at the 7th Session according to the one-session process.Nhandan.vn
