Lang Son province, with an important geographical position in Vietnam-China trade, is focusing all resources to build a modern logistics system, creating a solid foundation for implementing the smart border gate model.
PROACTIVE GOVERNMENT
In the context of increasing import and export of goods, the requirement to shorten customs clearance time, reduce logistics costs, and improve the investment environment is necessary. In recent times, Lang Son province has focused on building infrastructure at border gates, promoting the development of the logistics system in a modern direction. The Provincial Party Committee and the Provincial People's Committee have issued many policies to synchronously deploy groups of solutions, gradually modernize logistics, and create a foundation for building a smart border gate model in the direction of digitalization, automation, transparency, and international connectivity.
“Since the beginning of the year, the provincial departments and branches have continuously upgraded the digital border gate platform, “digitized” import-export management activities at border gates, saving time and costs for businesses. The province encourages logistics enterprises to promote digital transformation, applying technical advances in management and operation of supply chains to serve import-export activities,” said Mr. Vu Quang Khanh, Deputy Head of the Dong Dang Border Gate Economic Zone Management Board.
Lang Son is implementing three important projects under the Smart Border Gate Pilot Project, the works are expected to be completed by the end of 2025, creating solid infrastructure conditions for implementing advanced management models. In addition, Lang Son focuses on international cooperation to expand development opportunities. Deputy Director of the Department of Industry and Trade Lieu Anh Minh said that the Department is coordinating research and advising superiors to implement policies and strategies on logistics service development towards promoting cross-border logistics services; especially cooperating with counterparts of the Guangxi Zhuang Autonomous Region (China) in supporting and creating conditions for Vietnamese and Chinese enterprises to cooperate and link to develop logistics supply chains, integrating services for convenient and quick customs clearance.
BUSINESSES FOREIGN TECHNOLOGY
The initiative of logistics enterprises is a key factor in the modernization process. According to information from the Dong Dang Border Gate Economic Zone Management Board, there are currently 32 enterprises investing in wharves and warehouses serving import and export activities. Of which, large-scale warehouses and wharves are concentrated in the areas of Huu Nghi international border gates, Tan Thanh and Chi Ma border gates, while small and medium-sized warehouses are mainly built in the areas of Coc Nam, Binh Nghi, Na Hinh, Na Nua border gates, etc.
Aiming to deploy the smart border gate model, logistics enterprises have proactively invested in upgrading technical standards, automatic and modern import and export goods circulation systems, ensuring full compliance with customs clearance standards according to the smart border gate model. Ms. Nguyen Thi Phuong, Permanent Deputy General Director of Huu Nghi Xuan Cuong Joint Stock Company, said that the enterprise expanded its logistics infrastructure from 17.2 hectares to 146 hectares, with a total investment of more than VND 4,000 billion; at the same time, building a multi-functional logistics model, which is the foundation for the company to operate effectively in the smart border gate environment...
The application of advanced technology creates breakthroughs in logistics activities in Lang Son. Viettel Lang Son Logistics Park will be put into operation from December 11, 2024, built according to the highest standards of technology and automation (such as Smart Locker - smart lock, drone, autonomous AGV robot system) to help optimize the operating process from warehouse management to goods transportation and customs clearance. The data system at the park will also be standardized and directly connected to Vietnam and China customs data, ensuring optimal operating processes, reducing customs clearance processing time from 4-5 days to less than 24 hours, reducing customs clearance costs by 30-40%, increasing the efficiency of refrigerated container trucks transporting fruit from 2.5 trips/month to 4-5 trips/month.
At Chi Ma border gate, Chi Ma HTT General Import-Export Service Joint Stock Company is implementing a project for warehouse space and 2 bonded warehouses with a total area of over 8.6 hectares. Mr. Mai Duc Trung, General Director of the company said: “In the coming period, the Chi Ma (Vietnam) - Ai Diem (China) bilateral border gate pair will be upgraded to an international border gate, and at the same time, the smart border gate model will be expanded and deployed at this border gate. In that context, the company will invest in upgrading the management system, operating the automatic warehouse and yard system; applying the latest automatic operating system to meet the needs of specialized goods transportation”.
Smart border gates are not only an inevitable trend in international trade but also a mark of the development of the modern border gate economy. Lang Son is a locality that strives to realize the goal of becoming a smart, modern and sustainable border logistics center, creating a solid foundation for the province to deploy the smart border gate model, concretizing the implementation of Resolution No. 57-NQ/TW of the Politburo, pioneering innovation and breakthroughs in border gate economic development, contributing significantly to socio-economic development.
