The meeting discussed and unanimously approved the following reports: Ha Giang province's state financial report, 2024; report on the results of monitoring the implementation of environmental protection laws and policies, 2021-2025 period in Ha Giang province.
Voted to pass seven resolutions on the fields of finance-budget, forest development, public investment, land management, liquidation of planted forests, and stopping information technology investment projects in the health sector.
In his closing speech, Comrade Thao Hong Son, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council of Ha Giang province, emphasized that this was the last meeting before the official merger of Tuyen Quang and Ha Giang provinces. This was a special, sacred and emotional moment when looking back on the past and looking forward to the future with a new government institution.
He affirmed that during the 2021-2026 term, the Provincial People's Council has affirmed its central position in the provincial political system, promoting its role as a representative of the will, aspirations and mastery of the people.
With 26 meetings held, 394 resolutions were issued, contributing to orienting development and adjusting major policies on economy, society, national defense, security, culture, environment, public investment, administrative reform and sustainable development.
During the preparation phase for the merger of Ha Giang and Tuyen Quang provinces, the People's Council of Ha Giang province promptly issued important resolutions related to the organization of the apparatus, public investment planning, administrative unit arrangement, management of cadres, public assets, and budget transfer. These decisions have created the necessary legal corridor, ensuring favorable conditions for the unified government apparatus to operate stably and effectively from the very first day of its establishment.
In the context of transitioning to a two-level local government model after the merger, we believe and expect that delegates will continue to promote a sense of responsibility, constantly learn, improve their qualifications, proactively adapt to new conditions, and actively participate in building a new Provincial People's Council that is truly professional, democratic, innovative, and effective," emphasized comrade Thao Hong Son.
At the meeting, many collectives and individuals were commended and rewarded for their outstanding achievements in the activities of the Provincial People's Council from the beginning of the 2021-2026 term to present.
