Many contents related to personnel work were adjusted and supplemented and completed in the 7th session of the 15th National Assembly. Informing about the results of the session at the press conference on the morning of July 29, Deputy Head of the National Assembly Office Vu Minh Tuan said that after 27.5 working days, the 15th National Assembly had completed the entire proposed program. In particular, the National Assembly considered and decided on personnel work under its authority, socio -economic issues, and the State budget. The National Assembly also passed 11 laws, 21 resolutions, gave initial opinions on 11 other draft laws; conducted questions and answers. Reporting specifically on personnel work, Mr. Vu Minh Tuan said that the National Assembly considered and decided to elect Mr. To Lam as President for the 2021-2026 term; to elect Mr. Tran Thanh Man as Chairman of the 15th National Assembly; to elect Ms. Nguyen Thi Thanh as Vice Chairman of the 15th National Assembly; and to elect Ms. Nguyen Thanh Hai as a member of the Standing Committee of the 15th National Assembly. The National Assembly also approved the appointment of Mr. Le Thanh Long as Deputy Prime Minister; approved the dismissal of Mr. To Lam as Minister of Public Security for the 2021-2026 term; and approved the appointment of Mr. Luong Tam Quang as Minister of Public Security for the 2021-2026 term. In addition, the National Assembly approved Mr. Tran Thanh Man and Mr. Luong Tam Quang as members of the National Defense and Security Council; and dismissed Mr. Dinh Tien Dung, a member of the Hanoi National Assembly Delegation, from his duties as a deputy of the 15th National Assembly. "Personnel work was carried out carefully, closely, promptly, in accordance with Party regulations and State laws, ensuring the principles of democratic centralism, publicity, transparency, and achieving a very high consensus of National Assembly deputies," Mr. Tuan emphasized. Regarding other important contents, Mr. Tuan said that the National Assembly passed a Resolution on supplementing the state budget revenue estimate for 2022 and approved the 2022 state budget settlement. Of which, the total state budget revenue is more than 2.7 million billion VND; the total expenditure is more than 2.9 million billion VND; the state budget deficit is 293,313 billion VND, equal to 3.07% of the gross domestic product (GDP). The National Assembly also passed a Resolution on the investment policy of the North-South Expressway Construction Investment Project in the West, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ) section, to build a key expressway connecting the Central Highlands with the Southeast region, connecting Binh Phuoc, Dak Nong provinces and other localities in the region with Ho Chi Minh City, creating new space and development momentum for the Central Highlands and the Southeast region. Notably, the National Assembly considered and approved the Resolution on the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050, which is the first planning to be developed under the Law on Planning. This is to create a legal basis to maximize the potential and advantages of Vietnam's seas and islands to promote socio-economic development; resolve inadequacies, overlaps, contradictions and conflicts in the use of marine space. Also at the 7th session, the National Assembly considered and approved the Resolution of the 7th session of the 15th National Assembly with many important contents. In particular, the National Assembly resolved to fully implement 2 contents of wage reform in the enterprise sector in accordance with Resolution No. 27, including: adjusting the regional minimum wage to increase by an average of 6% from July 1; regulating the wage mechanism for state-owned enterprises, applicable from January 1, 2025). To thoroughly implement salary reform in the public sector in a gradual, cautious manner, the National Assembly assigned the Government to adjust the basic salary from VND1.8 million/month to VND2.34 million/month (an increase of 30%) from July 1. The National Assembly also decided to continue reducing the value-added tax rate by 2% for groups of goods and services from July 1 to December 31.
