Not only aiming at developing tourism, trade and logistics, Van Don is also planned to become a high-tech, financial and creative service center of the Northeast region.
Compared to Van Don, Co To has a different character: it is a small, purely coastal island district, with great potential for maritime economy, exploitation of biological resources and resort tourism.
The sea area surrounding Co To is more than 300 km², the natural environment is still pristine, rich in coral reef ecosystems and rare seafood. By becoming a special economic zone, Co To is expected to attract investment in sustainable fields such as deep-sea research, ecotourism, and offshore renewable energy.

As one of the most remote island districts in the North, located on the international shipping route, it can develop logistics, deep-water ports, and cruise tourism. Co To plays an important role in protecting the sovereignty of the sea and islands.
Small administrative structure (2 communes, 1 town), not too crowded population, convenient for testing smart governance model, high quality public services.
The merger and streamlining of the administrative system in the province also creates conditions for localities to manage more effectively, while accelerating the reform process and innovating the governance model in a specific direction.
While Van Don is a large-scale growth pole, aiming for global integration, Co To is an attractive "lowland" for green, circular, medium and small-scale development models.

Quang Ninh's bold move to establish two special economic zones shows its determination to exploit the full potential of the sea and islands, while also posing challenges in: Managing special economic zones according to a flexible and transparent model; Preserving resources and ecology; Limiting land fever, speculation, and uncontrolled development.
Quang Ninh’s two new special economic zones are the crystallization of strategic vision and concrete action. One is a large-scale marine economic integration center (Van Don), the other is a smart and sustainable ecological island model (Co To).
According to Mr. Pham Ngoc Thuc - economic research expert of Quang Ninh: "Developing special zones does not only rely on preferential policies, but importantly on scientific planning, transparent management and accompanying strategic investors. Enterprises will need to create the most favorable conditions in terms of mechanisms, procedures and infrastructure, and importantly, it must protect the environment and bring long-term benefits to local people".
A representative of the Quang Ninh Provincial People's Committee Office said: "The official establishment of Van Don and Co To special economic zones is a strategic step in the goal of rapid and sustainable development of Quang Ninh. We determined that this is not only a change in name or administrative boundaries, but more importantly, a change in development thinking, governance mechanisms and investment attraction methods."
