According to the report of the Ministry of Home Affairs , currently, ministries, branches and localities have reviewed and implemented regimes and policies for cadres, civil servants, public employees and armed forces in the process of restructuring the political system.

According to the reports of central and local agencies as of June 30, there were 57,158 people, of whom 43,207 people had quit their jobs (retired and resigned).

25,611 people received money (62.39%, excluding police and military forces) with a total amount of VND 26,947 billion.

The Ministry of Home Affairs said it will continue to monitor, synthesize, and guide, within its authority, the implementation of the regimes and policies prescribed in Decree No. 178/2024/ND-CP.

Previously, implementing the policy of arranging and streamlining the organizational apparatus associated with streamlining the payroll, restructuring, and improving the quality of the staff, civil servants, and public employees as required by the Central Steering Committee, the Ministry of Home Affairs advised the Government to issue Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers, and armed forces in implementing the arrangement of the organizational apparatus of the political system.

Since then, there have been strong and outstanding policies and regimes to address policies and regimes for cadres, civil servants, public employees and people working under labor contracts in the implementation of the organizational arrangement of the political system.

Pursuant to Notice No. 75-TB/TW of the Politburo on adjusting the scope and subjects of application of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of organizational arrangement of the political system, the Ministry of Home Affairs has advised and submitted to the Government to issue Decree No. 67/2025/ND-CP on amending and supplementing a number of articles of Decree No. 178/2024/ND-CP.

The Ministry of Home Affairs also issued Circular No. 01/2025/TT-BNV guiding the implementation of policies and regimes for cadres, civil servants, public employees and employees in the implementation of organizational restructuring of the political system; Circular No. 002/2025/TT-BNV on amending and supplementing a number of articles of Circular No. 01/2025/TT-BNV.

At the same time, the Ministry of Home Affairs issued Document No. 1814/BNV-TCBC and Document No. 2034/BNV-TCBC to ministries, branches and localities guiding the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
