According to Chairman of Xuan Mai Commune People's Committee Nguyen Anh Duc, during the night of August 26 and early morning of August 27, the forces organized patrols and inspections of the entire Bui dyke and surrounding dykes, promptly implementing the "4 on-site" motto. Hundreds of sandbags were urgently filled and reinforced at weak points, ensuring that so far the vulnerable areas are still safe, with no flooding into the villages. The work of evacuating people and listing assets has also been carefully prepared.
Notably, Xuan Mai commune also closely coordinated with Tran Phu commune - which is directly affected by the left dike section of Bui - in response and overcoming consequences, with the spirit of "no administrative borders", ready to support each other to fight against inundation and floods.
At the same time, nearly 200 military officers and soldiers were mobilized to support the locality in raising many dike sections, reinforcing flood protection lines, and preventing the Bui River from flooding residential areas.
In Tran Phu commune, Vice Chairman of Tran Phu commune People's Committee Nguyen Manh Ha informed: To cope with the flood situation, the commune has mobilized 1,200 local forces (militia, commune shock force, commune departments, branches, unions and villages, based on the situation and level of mobilization to increase forces at each level. The coordinating force (coordination when necessary) is 200 people (mobilized from the army and police). Regarding means and materials, Tran Phu commune has prepared 5 trucks, 2 passenger vans (16-seat type), 1 excavator, 1 crane, 2 motorboats, 200 shovels, 20 crowbars, 10 sledgehammers, 5 saws... Along with that, 45 m3 of boulders, 45 m3 of gravel, 450 m3 of sand, 200 m3 of soil, 2,000 bamboo stakes, 500 m2 of tarpaulin, 15,000 sacks…for backup.
In order to proactively respond to floods, Tran Phu commune has organized a 24/7 duty. Check, review, and implement dike protection plans, protect key areas of weak dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike projects to ensure safety when river water rises.

In Quang Bi commune, about 80 households in Dong Dau village were affected by the flood. Some households along the Bui River that were severely flooded were evacuated to safe areas. Inspecting the scene on the morning of August 27, Deputy Director of the Hanoi Department of Agriculture and Environment Nguyen Dinh Hoa emphasized: The storm situation is still complicated, the water level of the Bui River continues to rise, the locality needs to closely follow the directive documents, closely monitor, proactively evacuate people from dangerous areas, absolutely do not let people go to the river to fish; at the same time, strictly organize guard duty at locations at risk of landslides, coordinate to ensure security and order, promptly report to have response measures, protect the safety of people's lives and property.
In the context of complicated floods, in addition to the day and night efforts of functional forces, in addition to the drastic participation of all levels and sectors, flood prevention and control work on the Bui River is only truly effective when there is initiative and positivity from the people. Timely evacuation of people and moving assets to safe places not only contributes to minimizing damage, but also creates conditions for forces to focus on the task of protecting the dike, protecting the safety of life and the lives of the community.
