Tax Department requests to temporarily suspend tax inspection at taxpayer's headquarters

The Tax Department requests to temporarily suspend the issuance of inspection decisions at taxpayers' headquarters until the organization and apparatus are reorganized according to new regulations.

The Tax Department ( Ministry of Finance ) has just sent an urgent dispatch to regional tax branches regarding tax inspection at taxpayers' headquarters.

Accordingly, the Tax Department requires tax branches to temporarily suspend the issuance of tax inspection decisions at taxpayers' headquarters until the apparatus is reorganized.

For inspection decisions that have been issued and are being implemented, the Tax Department requires inspection teams to promptly complete the inspection work to issue administrative handling decisions in accordance with legal regulations, and at the same time, complete the entry of data on inspection results into tax industry applications before July 1, 2025.

In addition, the Tax Department also directed regional tax branches to temporarily suspend the issuance of inspection decisions until the apparatus is reorganized.

According to the Tax Department, the above requirements are aimed at ensuring that tax inspection work is not interrupted, and that the handover of work documents related to the tax inspection field is timely, quick, and highly effective immediately after the organization of the apparatus during the implementation of the arrangement and merger of provincial and communal administrative units and the organization of the 2-level local government system and the consolidation of the apparatus of a number of units under the Ministry of Finance.

The Ministry of Finance is currently proposing to reorganize 20 regional tax departments into 34 provincial and municipal tax units. Specifically, in the draft amendment to Decree 29/2025, the Ministry of Finance proposes to reorganize the tax system in a direction consistent with the current two-tier local government model and provincial-level administrative unit organization. It is expected to take effect from July 1.

Specifically, the Ministry proposed to convert the current model of 20 regional tax branches into 34 provincial and municipal tax offices (an increase of 14 units). At the same time, 350 district-level tax teams will also be converted into corresponding units under the provincial and municipal tax offices to manage at the commune level.

The Ministry of Finance said the model adjustment aims to ensure consistency within the industry, in accordance with the principles of organizing the administrative apparatus according to provincial and district levels.
