The telegram sent to the Minister of Finance and the Governor of the State Bank of Vietnam stated: Implementing the conclusions of the Politburo, the Secretariat, General Secretary To Lam, the Resolutions of the National Assembly, the National Assembly Standing Committee and the Government, the Prime Minister on the arrangement of administrative units and the implementation of the 2-level local government model; to ensure the smooth, effective and uninterrupted implementation of tasks, Deputy Prime Minister Ho Duc Phoc requested:
1. The Minister of Finance and the Governor of the State Bank of Vietnam, according to their assigned functions and tasks, shall preside over and closely coordinate with the People's Committees of provinces and centrally run cities to seriously implement the conclusions of the Politburo , the Secretariat, General Secretary To Lam, the Resolutions of the National Assembly, the National Assembly Standing Committee, the Government and the Official Dispatches, Directives and guiding documents of the Prime Minister on the arrangement of administrative units and the implementation of the 2-level local government model.
2. The Ministry of Finance shall preside over and coordinate with relevant ministries, agencies and localities to:
a) Direct the implementation of functions and tasks in assigned state management fields (including the operation of information systems) to ensure smoothness, efficiency, and no interruptions or bottlenecks when officially implementing the arrangement of administrative units and the 2-level local government model from July 1, 2025, without affecting the production and business activities of enterprises and the lives of people, especially in the fields of tax, customs, treasury, reserves, prices, securities, social insurance, investment, etc.
b) Ensure adequate and timely allocation of funding sources to pay policies and regimes for cadres, civil servants, public employees and armed forces according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government; closely coordinate with the Ministry of Home Affairs and relevant agencies to agree on solutions to remove obstacles, ensuring progress and quality of implementation.
3. The State Bank of Vietnam directs the implementation of functions and tasks in assigned state management fields (including the operation of information systems) to ensure smoothness, efficiency, and no interruptions or bottlenecks when officially implementing the arrangement of administrative units and the 2-level local government model from July 1, 2025, so as not to affect the production and business activities of enterprises and the lives of people, especially in the fields of banking, credit, foreign exchange, payment, treasury, etc.
4. This is a very important and urgent task. We request the Minister of Finance and Governor of the State Bank of Vietnam to urgently focus on leadership, direction, monitoring and close supervision to ensure smooth, effective and uninterrupted operations, prioritizing the settlement of administrative work, procedures and public services for people and businesses; continue to effectively organize the Standing Unit at the Ministry and agencies (responsible focal point, hotline), promote the role and responsibility in receiving, guiding and answering proposals, recommendations and handling arising problems of agencies, units and localities; promptly report to competent authorities on issues beyond their authority.
