Due to the implementation of the information technology system according to the new organizational structure model, the Customs Department will temporarily stop receiving customs declarations from 11pm on March 14 to 5am on March 15.


The Customs Department ( Ministry of Finance ) has just issued an urgent dispatch to notify its affiliated units and businesses about the time to stop receiving declarations, electronic payment gateways and change the customs code to correspond to the new name.

Accordingly, the Customs Department will deploy an information technology system according to a new organizational structure model, thus temporarily stopping receiving customs declarations from 11pm on March 14 to 5am on March 15.

To ensure that the system conversion takes place promptly and synchronously, the Customs Department requires units to arrange officers and civil servants to be on duty and coordinate with the Information Technology and Customs Statistics Department; at the same time, arrange for all officers and civil servants to work normally on March 15-16 (Saturday and Sunday).

The Customs Department requested the Information Technology and Customs Statistics Department to complete software preparations before March 14; notify the business community and customs declarants of the temporary suspension of the customs system during the above period.

This unit is required to notify the customs code corresponding to the new name, changes in email address according to the new organizational structure; arrange officers and civil servants to support, guide and answer questions about difficulties and problems related to the use of the system.

During that time, the Customs Department will stop receiving information to satellite information technology systems, stop receiving information with electronic payment gateways, and reset budget relationship codes, treasury accounts, and treasury codes for all branches.

Previously, according to Decision No. 382/QD-BTC dated February 26, 2025 of the Ministry of Finance, regulating the functions, tasks, powers and organizational structure, the Customs Department is organized and operates at 3 levels (Customs Department, Regional Customs Branch, Border Gate/Outside Border Gate Customs).

At the central level, the Customs Department has 12 units including: Office, Legal Department, Personnel Organization Department, Inspection - Examination Department, Finance - Administration Department, Customs Management and Supervision Department, Customs Tax Department, Risk Management Department, Information Technology and Customs Statistics Department, Customs Inspection Department, Anti-smuggling Investigation Department and Post-clearance Inspection Department.

Locally, 35 Customs Branches will be organized into 20 regions, and border gate and border gate customs.

The automatic customs system at the branches will change the names of all current Customs Departments and Customs branches to Regional Customs Branches, Border Gate Customs, and Outside Border Gate Customs according to the new model.
