At the ceremony, the Resolution of the National Assembly on the establishment of Hai Phong city (new); Resolution of the National Assembly, the National Assembly Standing Committee on ending district-level activities, establishing communes, wards, and special zones under Hai Phong city (new) was announced.
At the same time, the Politburo's Decision on the establishment of the Hai Phong City Party Committee (new) was announced. Accordingly, the Hai Phong City Party Committee was established under the Party Central Committee on the basis of merging two Party Committees: Hai Phong City and Hai Duong Province.
Announcing the Politburo's Decision on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Hai Phong City Party Committee (new) for the 2020 - 2025 term. The Politburo decided to appoint the Hai Phong City Party Committee Executive Committee for the 2020 - 2025 term, consisting of 75 comrades (39 comrades members of the Hai Phong City Party Committee Executive Committee, 36 comrades members of the Hai Duong Provincial Party Committee Executive Committee). Appointing the Hai Phong City Party Committee Standing Committee for the 2020 - 2025 term, consisting of 20 comrades (10 comrades members of the Hai Phong City Party Committee Standing Committee, 10 comrades members of the Hai Duong Provincial Party Committee Standing Committee).

Accordingly, comrade Le Van Hieu, Deputy Secretary of the Hai Phong City Party Committee for the 2020-2025 term, holds the position of Chairman of the Hai Phong City People's Council for the 2021-2026 term (after merging with Hai Duong province); comrade Le Ngoc Chau, Deputy Secretary of the Hai Phong City Party Committee for the 2020-2025 term, holds the position of Chairman of the Hai Phong City People's Committee for the 2021-2026 term (after merging with Hai Duong province); the Standing Committee of the Central Committee of the Vietnam Fatherland Front recognized comrade Pham Van Lap, Deputy Secretary of the Hai Phong City Party Committee for the 2020-2025 term, to hold the position of Chairman of the Vietnam Fatherland Front Committee of Hai Phong City (after merging with Hai Duong province). The decisions take effect from July 1, 2025.
At the Announcement Ceremony, the city's resolutions and decisions on merging communes, wards and special zones were also announced. At the same time, decisions on personnel work were handed over.
On this occasion, Prime Minister Pham Minh Chinh also presented the Decision recognizing Hai Phong city for completing the task of building new rural areas in 2024.
The President presented the Second-class Labor Medal to comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the Hai Phong City People's Committee; Tran Van Quan, Vice Chairman of the Hai Duong Provincial People's Committee; and presented the Third-class Labor Medal to comrades: Do Manh Hien, Standing Deputy Secretary of the Hai Phong City Party Committee; Le Anh Quan, Standing Vice Chairman of the Hai Phong City People's Committee; Vu Hong Hien, Chairman of the Inspection Committee of the Hai Duong Provincial Party Committee.
Speaking at the announcement ceremony, Prime Minister Pham Minh Chinh emphasized that the merger of Hai Duong province and Hai Phong city into a new administrative unit named Hai Phong city demonstrates the Party and State's strategic and long-term thinking and vision on development space, optimizing resources, resonating potentials and advantages, creating a key growth pole, leading and promoting the development of the region and the country; towards becoming a large, modern, smart, multi-functional urban area, enhancing the development of industry, logistics, seaports, trade, services, culture, education, science and technology.
Seriously implementing the Resolutions and Decisions of the Party, National Assembly, Government, Hai Phong city and Hai Duong province have demonstrated the spirit of proactiveness, creativity, determination, methodicalness, science, solidarity, consensus, and urgent deployment of tasks, preparation work, implementation of the roadmap for unification, establishment of Party organizations, government, Vietnam Fatherland Front, political and social organizations at all levels; perfecting the organizational apparatus, leadership and management staff at all levels.
The Prime Minister stated that, in the context of implementing the task of rearranging administrative units, Hai Phong city and Hai Duong province still focus on leading and directing the implementation of socio-economic development tasks, ensuring the set goals and targets, especially the economic growth rate (6-month growth, Hai Phong is estimated at 11.2%, Hai Duong is estimated at 11.46%), contributing very positively to the overall results of the whole country.
On behalf of the Party and State leaders, the Prime Minister highly appreciated the efforts, determination and achievements of Hai Phong city and Hai Duong province in implementing the arrangement of administrative units, perfecting the apparatus and developing the socio-economy. Today's important event is the beginning of a new development path. The Prime Minister suggested that Hai Phong needs to get to work immediately, "without hesitation, without waiting" to take advantage of all new opportunities and chances, turning the city after the merger into an important economic, commercial, service, political, cultural, scientific and technological center of the Northern coastal region and the whole country.
The Prime Minister requested the City Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and all levels and sectors of Hai Phong city to quickly complete and stabilize the organizational apparatus; arrange and select a team of officials with sufficient qualities, capacity, prestige, daring to think, daring to do, daring to take responsibility, daring to face difficulties and challenges, worthy of new tasks and responsibilities. Continue to do a good job of resolving regimes and policies for officials, civil servants, public employees and armed forces when implementing administrative unit arrangement. Ensure essential conditions for agencies and units to operate effectively, efficiently, smoothly and without interruption in state management and providing public services to people and businesses. Continue to promote digital transformation, simplify administrative procedures, provide high-level online public services, and remove administrative boundary barriers in handling administrative procedures. Focus highly on the task of socio-economic development, ensuring national defense and security. Hai Phong City needs to review, supplement, and complete the development strategies and plans with a new vision, reflecting the spiritual values of the Port City and the Eastern region with the main orientations: Smart, green, modern, sustainable development, rich in cultural identity; Building multi-sector, modern, globally competitive economic pillars, models of high-tech industry, innovation, international logistics services; Strategic, synchronous, modern and smart infrastructure, creating inter-regional connectivity, affirming the position of the national maritime and aviation gateway; Building high-quality human resources with the breakthrough spirit of the Port City and the studious tradition of the Eastern region.
The Prime Minister suggested that Hai Phong needs to promote the spirit of solidarity, unity and creativity in the entire political system and among the people. Unification is a process of integration and harmony, promoting the spirit of "all for common development". The connection between Hai Duong and Hai Phong is not just a story of the past, but is continued and strongly promoted to build a bright future. Prepare well for the Hai Phong City Party Congress, term 2025 - 2030, ensure the spirit of innovation, solidarity, development and integration, identify directions, goals, tasks and solutions to focus on leadership, direction and implementation, set a model for replication throughout the country as directed by General Secretary To Lam.
On the solid foundation that Hai Phong city and Hai Duong province have built through stages and periods, the Party and State leaders believe that the Party committees, authorities, the Fatherland Front, political and social organizations and the people of Hai Phong city (new) will continue to strongly promote the revolutionary tradition, the spirit of courage, determination to win, creativity and aspiration to rise up, build a model coastal city, develop green, smart, modern and sustainable, contributing to the cause of building and defending the socialist Vietnamese Fatherland.
The Prime Minister also dedicated 12 words to Hai Phong city: "Solidarity - Prosperity - Modernity - Prosperity - Civilization - Happiness".
Speaking at the announcement ceremony, on behalf of the Party Committee, government, army and people of the new Hai Phong city, Secretary of the City Party Committee Le Tien Chau respectfully thanked the Central Executive Committee, the Politburo, the Secretariat, the Central departments, ministries and leaders of the Party and State, especially General Secretary To Lam, Politburo member Pham Minh Chinh, Prime Minister for always paying attention to leadership, direction, orientation, inspiration over the past years and supporting the city in implementing the revolution of streamlining, reorganizing the apparatus and implementing the 2-level government model. Thank you for the companionship and support of generations of leaders, cadres, party members and people of the two localities throughout the historical journey of construction and development of Hai Phong city and Hai Duong province to have a "broad and bright" Hai Phong city like today.
The Secretary of the City Party Committee stated that Hai Phong and Hai Duong - two lands of outstanding people, although two but one, share the same development bloodline, cultural identity and historical tradition; have a strategic geopolitical position, excellent regional transport infrastructure, key and dynamic industries, modern agriculture, and a rapidly changing urban area. The merger of Hai Phong city and Hai Duong province is a strategic decision of the Party and State, a historical milestone, opening up a new development space, creating a stronger growth pole, promoting the development of the Red River Delta and the whole country.
This merger is not simply a mechanical addition of administrative boundaries, population or potential, but also a convergence of the glorious cultural traditions and revolutionary history of the heroic Port City and the cultured Eastern land; is the intersection and harmony between the spirit of innovation, the tradition of pioneering, courage, daring to think, daring to speak, knowing how to do with intelligence, cultural depth, and the tradition of studiousness; is the crystallization of the solidarity, creativity and aspiration to rise of the Party Committee, government, army and people of the two localities through generations. This is a solid premise for building a new Hai Phong city of greater stature, worthy of being the strategic growth pole in the North of the country.
Hai Phong City is deeply aware that the road ahead will have many difficulties and challenges, but it is also an opportunity to realize the aspiration of a new Hai Phong, developing on par with typical cities in Asia; becoming a modern international seaport city, leading the country in the cause of industrialization and modernization; an international economic, cultural, educational, training, scientific and technological center.
With the solid foundation that previous generations have worked hard to build; with the newly opened development space, with the special mechanisms, policies and support that the Central Government has given to the city; the consensus and support of the People and the business community, the Party Committee, the Government, the Army and the People of Hai Phong city will unite, unite, join hands, and be determined to build Hai Phong city into a model coastal city, developing green, smart, modern and sustainable; a model in building socialism associated with socialist people, making worthy contributions to the common development of the country./.
