According to Yen Bai Electricity Company (PC Yen Bai), in the first 6 months of this year, there were no electrical incidents caused by kite flying in the province. However, in some provinces and cities across the country, electrical incidents affecting production and causing loss of life due to kite flying still occur and people in Yen Bai province consider these incidents as lessons for prevention and avoidance.
To ensure safe and continuous power supply and minimize violations of the power grid corridor, especially incidents caused by kite flying, PC Yen Bai has implemented many solutions, especially promoting propaganda and guiding people to fly kites in areas where there are no power lines passing through; integrating propaganda on regulations and penalties according to Decree No. 134, dated October 17, 2013 of the Government on the prohibition of flying kites and flying objects near high-voltage power grid works that can cause power grid incidents and in cases of causing serious incidents, causing fires, widespread power outages, etc., responsibility will be prosecuted according to the provisions of law at village and residential group meetings.
Local authorities assigned the commune police to inspect all kite-flying spots in the area, and confiscate any kites that are flown near power lines and pose a risk of causing an accident. In addition, schools in the province also organize propaganda and instruct students not to fly kites near power lines; families regularly remind and strictly prohibit their children from flying kites near power lines and power stations to ensure safety and prevent unfortunate risks.
However, violations of the power grid corridor are still complicated, causing many risks and serious electrical incidents. Recently, although there have been no incidents of loss of labor safety due to kite flying, there have been incidents of loss of labor safety due to trees falling onto power lines; construction activities, land leveling, and tree trimming near power lines are common.
Specifically, from 2024 to present, in the province, there have been 43 cases of trees falling on power lines (5.26%); 72 cases of tree branches and foreign objects hanging on power lines (8.8%); 80 cases of animal intrusion (9.78%)... Incidents related to corridor violations account for 24.45%, causing a lot of damage, affecting 320,687 customers. Currently, the whole province still has many potential electrical incidents, so PC Yen Bai has been and is continuing to focus on solutions to ensure occupational safety.
Mr. Nguyen Xuan Thuy - Deputy Director of Yen Bai PC shared: "In order to resolve existing violations of occupational safety and health, to ensure safety for people and property in the electricity sector, in recent times, Yen Bai PC has directed its affiliated power units to strengthen the inspection of the power grid system managed and operated by the unit, quickly detect and handle damages and defects that may cause grid incidents; organize campaigns to clear the corridors of power lines. At the same time, Yen Bai PC coordinates with local authorities to promote propaganda work, raise awareness of occupational safety and health protection for all classes of people; mobilize individuals and organizations not to plant trees or let trees violate the safe distance from power lines and power stations; not to build or renovate houses and works in the high-voltage power grid safety corridor area, violating the safe distance of the power grid...".
Although Decree No. 134 issued in 2013 by the Government on administrative sanctions for violations in the fields of electricity, hydroelectric dam safety, and energy saving and efficiency clearly stipulates that the maximum fine in the electricity field is up to 50 million VND for individuals, 100 million VND for organizations, and even criminal prosecution for violations of serious nature and level, to limit and minimize violations, the key issue is the close cooperation and coordination between the units managing and operating the power grid with the government and the people.
Therefore, ensuring occupational safety and health is not only an important task of the electricity sector but also a common task and responsibility of localities and each citizen, contributing to the safe and continuous operation of the power grid, protecting the safety of life and property and making a positive contribution to economic and social development. All levels, sectors and local authorities need to be more proactive and determined in coordinating with the electricity sector to thoroughly handle violations and minimize unfortunate accidents.
