At the unfinished construction site of the Can Tho City Oncology Hospital Project, the contractor's representative reported the situation and made recommendations to the leaders of Can Tho City. Accordingly, the contractor's representative hoped that the city's leaders would recommend that the central ministries and branches soon find solutions to put the project into operation to reduce difficulties for the contractor. Thereby, helping people in the Western provinces and cities soon enjoy the best, most convenient treatment facilities and the best costs. If the disbursement continues, the contractor commits to completing and handing over the project to the Department of Health within 1-1.5 years to put it into operation as soon as possible.

According to Chairman of Can Tho City People's Committee Tran Van Lau, the Can Tho City Oncology Hospital Project is a practical and urgent project to serve the people. The Mekong Delta currently does not have a hospital as large as the Can Tho City Oncology Hospital (500 beds). However, this project has been implemented since 2019 but so far has only completed the rough part and is stuck in procedures. This is a project from ODA loans and the related agreement has expired in 2022. To continue implementing it, it is necessary to ask for the policy of the Government and the National Assembly , especially regarding funding and budget. In the past time, the leaders of the City Party Committee and the People's Committee of Can Tho City have been very concerned and determined to find solutions, but there are still problems with regulations and mechanisms. The People's Committee of Can Tho City has asked for the opinion of the City Party Committee and proposed to the Government to terminate the agreement with Hungary to request capital allocation from the state budget. The budget is quite large, the central government must supplement about 1,300 billion VND, not including the local counterpart budget.

The Chairman of the People's Committee of Can Tho City acknowledged and shared with the people, veteran revolutionary cadres... hoping that this project will soon continue to be implemented to serve the health care of the people. Currently, the People's Committee of Can Tho City has sent a written proposal to the Government and is waiting for the Government's approval. Currently, some facilities and materials are starting to degrade, causing great waste. It is necessary to implement soon to prevent waste of investment resources, and soon put the project into service for the people. Through the inspection, the leaders of Can Tho City have grasped the actual situation, have the basis to continue to propose to the Prime Minister for approval to quickly continue implementing the project. The Chairman of the People's Committee of Can Tho City shared and encouraged the contractor to continue to coordinate so that when the project restarts, it will be completed in the shortest time.
* According to the Department of Health of Can Tho City on the progress of implementing tasks to restart the Can Tho City Oncology Hospital construction investment project (scale of 500 beds): The Can Tho City Oncology Hospital construction investment project (scale of 500 beds) using Hungarian ODA loan capital was approved by the Prime Minister in the project list in Official Dispatch No. 6191/VPCP-QHQT dated September 8, 2009. The framework agreement was approved by the Government in Resolution No. 44/NQ-CP dated June 1, 2016. The project was approved in Decision No. 223/QD-UBND dated January 25, 2017 of the Chairman of Can Tho City People's Committee with a total investment of more than 1,727 billion VND, of which: ODA loan from the Hungarian Government is 56,927,480 Euro (equivalent to 1,393.82 billion VND, accounting for 80.66%) and counterpart capital of Can Tho City is 13,646,520 Euro (equivalent to 334.12 billion VND, accounting for 19.34%)...
The investment project to build Can Tho City Oncology Hospital (scale of 500 beds) has had a policy to adjust the project implementation time according to Decision No. 869/QD-TTg of the Prime Minister dated July 21, 2022 on adjusting the investment policy of the investment project to build Can Tho City Oncology Hospital (scale of 500 beds) with the content: adjusting the project implementation time until December 31, 2026, using ODA loan capital of the Hungarian Government and Decision No. 2497/QD-UBND of Can Tho City People's Committee dated August 8, 2022 on approving the adjustment of the implementation time of the investment project to build Can Tho City Oncology Hospital with the content of project implementation time: 2015-2026. Due to the preferential binding loan agreement No. HS00418000 signed on August 7, 2018 with the amount of EUR 56,927,480, which came into effect on January 11, 2019 and expired on July 11, 2022 and was not renewed, there is not enough basis to extend the validity of the Commercial Contract (EPC) to continue implementing the project.
Can Tho City Department of Health has been determined to make efforts to accelerate the progress of the Project as well as internal procedures to compensate for the delay and complete the remaining construction items of the Project according to the policy approved by the Prime Minister in Decision No. 869/QD-TTg dated July 21, 2022. The Department of Health has advised the City People's Committee to report many times and request central ministries and branches to consider and guide solutions to organize and implement the project in many different ways.
