Not eligible for policy due to organizational arrangement
Recently, many full-time union officials working under labor contracts were forced to quit their jobs due to organizational and apparatus restructuring, but were not eligible for support policies like officials, civil servants, and public employees as prescribed in Decree 178 and Decree 67 of the Government .
According to statistics from the Vietnam General Confederation of Labor , the country has 574 union officials in this group, most of whom have worked for many years, holding professional and technical positions equivalent to civil servants. However, due to legal problems, they have not been included in the beneficiaries of support policies when streamlining the organization, causing great disadvantages in terms of benefits.
Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor, said that these officials are closely attached to the trade union organization, have professional capacity, a high sense of responsibility and have made great contributions to trade union activities at the grassroots level. However, when implementing the streamlining, they have not enjoyed any benefits according to the state's policies.
“We understand your feelings. Many people have devoted their youth to the union. When they have to retire due to organizational restructuring, it is very regrettable and painful for them not to have any policies,” said Mr. Hieu.
Mr. Hieu informed that in fact, the General Confederation of Labor has sent two petitions to the Ministry of Home Affairs . The General Confederation Party Committee also sent two reports to the Fatherland Front Party Committee and Central organizations to propose that there should be a support policy for nearly 600 contract union officials who have contributed for many years.
At the working session on June 23, the Party Committee of the Fatherland Front and Central organizations reported to General Secretary To Lam on this issue.
Up to now, the Politburo and the Secretariat have agreed on the policy of assigning the General Confederation of Labor to coordinate with the Ministry of Home Affairs to develop a plan to resolve the regime for full-time union officials who are receiving salaries from union finances but working under labor contracts.
“After the direction of the General Secretary, the contract union officials are very excited. This is the motivation for us to quickly propose specific solutions to ensure the rights of workers while still complying with legal regulations,” Mr. Hieu shared.
There will be separate policies, based on Decree 178 and the specific characteristics of the union.
In the spirit of the Secretariat's conclusion, the General Confederation of Labor and the Ministry of Home Affairs are coordinating to review the entire team of contract union officials, classify subjects, and develop policies based on the reference of Decree 178, Decree 154 and current regulations.
The goal is to propose specific solutions to the Government, ensuring maximum benefits for workers while still within the legal framework.
According to Mr. Hieu, because Decree 178 and related documents currently do not cover all contract union officials, it is necessary to have a separate policy for this group, or adjust regulations to add them to the list of beneficiaries.
In case institutionalization plans cannot be implemented immediately, the General Confederation is also considering proposing a plan to draw from the union's financial resources to temporarily support contract staff, helping them stabilize their lives while waiting for the official mechanism.
Finding a solution for the group of contract union officials is not only a matter of policy, but also demonstrates the responsibility of the union organization in taking care of those who have contributed to the movement of workers, civil servants, laborers and union organizations.
With the policy from the Secretariat, along with the urgent participation of the General Confederation of Labor and the Ministry of Home Affairs, it is hoped that in the coming time, the group of contract union officials will soon have a clear, fair, reasonable and appropriate mechanism.
