Social insurance 2024 will officially take effect from July 1, 2025, bringing many important changes in social security policy. In Quang Ninh , Social Insurance Region VIII is actively coordinating with functional sectors to effectively implement, helping people access the new policy early and fully.
One of the new highlights of this Social Insurance Law is the expansion of the subjects participating in compulsory social insurance, including teachers working in private kindergartens. This is a group of workers that has not been fully protected in the current social security system.
At the Dream House Private Kindergarten (area 2A, Cao Xanh ward, Ha Long city), Ms. Can Thi Van Anh (43 years old), a teacher who has been with the school for nearly 5 years, expressed her joy when the new policy is about to officially take effect. “The expansion of compulsory social insurance for private teachers is a reasonable decision, demonstrating the State’s concern for the non-publiceducation team. For us, this is a great source of encouragement to feel secure in sticking with the profession for a long time,” Ms. Van Anh shared.
According to Ms. Duong Thi Ninh Giang, the school's owner, participating in social insurance helps teachers to be more psychologically stable, have a long-term orientation, thereby improving the quality of preschool education at private facilities - which play an increasingly important role in the education system.
Not only stopping at the non-public education sector, the 2024 Social Insurance Law also expands the scope of compulsory social insurance participation to registered business owners, such as coffee shops, grocery stores, auto repair shops, etc.
Mr. Nguyen Van Vuong (37 years old), owner of a motorbike repair shop in Cao Thang ward (Ha Long city), is one of the first people in the locality to learn about the new policy. Mr. Vuong said: “I think this is a humane policy. When we get old, ordinary workers like me still have pensions and health insurance. I have registered my business, so participating in social insurance is appropriate and should be done.”
Under the new regulations, business owners will pay compulsory social insurance with a minimum contribution of 25% of the basic salary, equivalent to about 585,000 VND/month. Participants can choose flexible payment methods by month, quarter or every 6 months.
Including this group of subjects in the social insurance system will contribute to increasing coverage rates, creating opportunities for millions of informal workers to access pensions and other important social security regimes.
Another highlight of the 2024 Social Insurance Law is the reduction of the social insurance contribution period to be eligible for pension from 20 years to 15 years. This provision applies to both men and women, including those who participated in social insurance before the new law took effect.
This is of great significance to the group of self-employed workers, older workers, those who participate in social insurance late or have interrupted their work. Instead of withdrawing social insurance at once and losing the opportunity to receive a pension, they will receive a monthly pension and be given a free health insurance card throughout their retirement period.
Another important change is that from July 1, 2025, voluntary social insurance participants will officially enjoy maternity benefits, in addition to the two current benefits of retirement and death. This is the first time this benefit has been extended to the group of freelance workers who account for a large proportion of the labor force but rarely enjoy maternity care policies.
According to statistics from Social Insurance Region VIII, the whole Quang Ninh province currently has about 305,300 people participating in social insurance, of which over 265,000 people participate in compulsory social insurance, about 40,000 people participate in voluntary social insurance.
Mr. Nguyen Huy Thong, Deputy Director of Social Insurance Region VIII, said: “We are actively coordinating with agencies and organizations to widely disseminate new points of the Social Insurance Law. At the same time, we are focusing on reforming administrative procedures, applying information technology and digital transformation to make it easier for people and businesses to access and implement policies.”
In addition, the province continues to maintain a separate support policy from the budget for voluntary social insurance participants to increase the participation rate, especially in remote areas.
The official entry into force of the amended Social Insurance Law 2024 from July 1, 2025 marks a turning point in the process of reforming social security policies. The new regulations not only ensure fairness among labor groups but also create conditions for gradually moving towards universal social insurance coverage for all people - in line with the goals set by the Party and the State.
