On the morning of June 30, Dien Bien province solemnly held a ceremony to announce the Resolutions and Decisions of the Central and the province for communes and wards in Dien Bien province.
Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son, Deputy Head of the Central Propaganda and Mass Mobilization Commission Huynh Thanh Dat, Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong, and representatives of leaders of a number of central departments, ministries and branches attended the ceremony.
At the ceremony, Comrade Mua A Son, Standing Deputy Secretary of Dien Bien Provincial Party Committee, announced Resolution No. 1661/NQ-UBTVQH of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Dien Bien province; Decision 6519 of the Provincial Party Executive Committee on ending the activities of district, town and city Party Committees.
Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dien Bien province announced the Decision of the Provincial Party Committee Executive Committee on the establishment of 45 Party Committees of communes and wards directly under the Provincial Party Committee; the Decision of the Provincial Party Committee Standing Committee on the appointment of personnel of the Party Committee Executive Committee, Standing Committee of the Party Committee, the positions of Secretary and Deputy Secretary of the Party Committees at the commune and ward levels; the Decision of the Provincial Party Committee Standing Committee on the appointment of personnel of the Inspection Committee, the positions of Chairman and Deputy Chairman of the Inspection Committee of the Party Committees at the commune and ward levels.

Chairman of the Vietnam Fatherland Front Committee of Dien Bien province, Mua A Vang, announced the Decision of the Vietnam Fatherland Front Committee of the province to establish the Vietnam Fatherland Front Committee at the commune and ward levels.
Speaking at the ceremony, on behalf of the Central Working Delegation, Deputy Prime Minister Bui Thanh Son sent his sincere greetings and best wishes to the leaders, former leaders of the province, cadres, party members, civil servants, armed forces and all ethnic people of Dien Bien province.
The Deputy Prime Minister emphasized that recently, the Party Central Committee, the Politburo, the Secretariat, and directly General Secretary To Lam, have focused on leading, directing, and issuing many important, drastic, and historic policies and solutions in many fields; including the "revolution" in streamlining the apparatus and building a two-level local government system.

The arrangement and streamlining of the apparatus is not only a simple administrative activity, but also a strategic step of great significance in terms of politics, organization and practice in the process of improving the effectiveness and efficiency of the political system and state management, creating new development space, maximizing potentials and advantages, creating new conditions, motivations and mechanisms for faster and more sustainable development, serving the people better.
In the coming time, the amount of work to be implemented is huge. Changing the organization, personnel, and increasing the tasks of the Party Committee and the communal government will create new difficulties and challenges, but it is also a premise to create new opportunities and development space in the locality.
In order for Dien Bien to promote its potential and advantages and effectively implement socio-economic development goals, including the smooth and effective operation of the two-level local government system, the Deputy Prime Minister requested Dien Bien province to continue to thoroughly grasp and proactively and actively implement the major and important policies and orientations of the Central Government, such as: Directive 45 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party; Conclusion 123 of the Central Government (on growth of 8% or more); "four pillars" on: (i) breakthroughs in science and technology development, innovation and digital transformation; (ii) development of the private economy; (iii) innovation in law-making and enforcement; (iv) international integration.
Dien Bien needs to be resolute, proactive, creative, and flexible in leadership, direction, and administration, determined to remove difficulties and obstacles; effectively mobilize all resources to successfully implement socio-economic development goals, including the growth target assigned to the province by the Government of 10.5% in 2025.

Along with that, promote propaganda work to raise awareness and sense of responsibility of cadres, party members and people about the "revolution of streamlining the apparatus, building a 2-level local government model, creating high consensus throughout the province.
Dien Bien must focus on leadership and direction so that the two-level local government system operates effectively, serving the people and businesses best; strengthen inspection, supervision, and handling of difficulties and problems; review and have plans to arrange suitable headquarters, working equipment, and accommodation for cadres, civil servants, public employees, and workers with the best conditions, especially in communes far from the center and with difficult transportation.
The Party Committee, government, Fatherland Front and mass organizations of 45 communes and wards of Dien Bien province strive to overcome all difficulties, immediately start implementing tasks and work plans, pay special attention to and perform well the settlement of administrative procedures to serve people and businesses, ensuring that from July 1, 2025, all work under the authority of 2 levels (province, commune) must be carried out smoothly, without delay, without missing work, in accordance with the spirit of serving people and businesses better, while preserving the image of officials "from serving administration to serving the people".
For communes lacking specialized staff, the province must promptly and fully arrange, strengthen, support, and assist to ensure smooth work.
The Deputy Prime Minister requested Dien Bien province to strengthen the work of grasping the situation, understanding the thoughts and aspirations of cadres, civil servants, public employees, workers and people of all walks of life; promptly resolve legitimate aspirations, handle arising issues, not let complicated problems occur, affecting security, social order and safety; proactively have plans and solutions to fight against all types of crimes; not let hostile forces take advantage of the organization and apparatus arrangement to distort and sabotage.
The Deputy Prime Minister said that the implementation process inevitably has certain impacts on the thoughts, feelings, and aspirations of cadres, civil servants, public employees, and workers. The Central Committee fully understands and shares with you and the people.
"To change and give up habits that have been almost abandoned for many years is not easy, but at this time, the spirit of setting an example for the collective and for the common good needs to be demonstrated more clearly than ever," the Deputy Prime Minister stated.
The Deputy Prime Minister requested that central ministries, departments and branches continue to support and guide Dien Bien province in the process of operating the two-level local government apparatus; promptly synthesize and advise the Politburo, the Secretariat, the National Assembly and the Government to make appropriate adjustments and supplements to policies and mechanisms; research and consider investment and financial support for the province to gradually complete the infrastructure, transmission system, especially the working headquarters for communes and wards.
The Deputy Prime Minister expressed his belief that with a high sense of responsibility, the collective leadership, Party committees, authorities and people of Dien Bien province, especially the Party committees and authorities of 45 new communes and wards, will promote the heroic Dien Bien Phu tradition, quickly catch up with the work, join hands and wholeheartedly complete the assigned tasks, contributing to the successful implementation of development goals in the new period, together with the whole country firmly entering a new era - the era of prosperity and prosperity of the Vietnamese nation.

Thanh An commune was established on the basis of merging Thanh An commune, Noong Het commune and Sam Mun commune. After the arrangement, Thanh An commune has a natural area of 57.23 km2 and a population of 20,686 people.
Through the survey, Deputy Prime Minister Bui Thanh Son acknowledged and highly appreciated Dien Bien province, despite many typical difficulties of the Northwestern provinces, which has been very proactive and positive in arranging the apparatus, facilities, working conditions, especially the commune-level public administration center, ready for the operation of the two-level local government system from July 1.

At the same time, Dien Bien province needs to continue to pay attention to and promote the application of new technology and digital transformation in serving people and businesses; recommend that competent authorities continue to invest appropriately to serve people as quickly and effectively as possible, so that after each time people come to the government at all levels, they leave with a comfortable mentality because of the spirit and attitude of serving the people of the government at all levels./.
