In addition, there are solutions to improve the operational efficiency of state-owned enterprises; solutions to support and promote the development of the private economy into the most important driving force of the economy; solutions to promote the attraction of foreign direct investment (FDI). The National Assembly also questioned the mechanisms and policies to promote, attract investment, and develop industrial parks and economic zones.

Participating in the questioning of Minister of Finance Nguyen Van Thang, delegate Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of Binh Thuan province raised the issue of tax management efficiency in the field of e-commerce.
According to the delegate, currently, tax management for business activities on e-commerce platforms has shown many difficulties in reality, in fact, there have been many cases of tax fraud, which not only affects budget collection but also creates unfair competition for small traders, traditional business households, supermarkets and shopping centers. Recently, the National Assembly passed Law No. 56 amending 9 laws in the field of finance and state budget, including regulations on tax management for business activities on social networking and e-commerce platforms. The delegate asked the Minister to inform about the implementation of the above regulations and fundamental solutions to strengthen tax management for e-commerce activities in the coming time?

Responding to questions, the Minister of Finance said that in recent times, the Ministry has implemented many drastic solutions to effectively control tax collection activities in e-commerce. Specifically, the Ministry has issued regulations related to invoices, documents, and the responsibility of deducting and paying taxes of e-commerce platforms. Business households can authorize platforms to create electronic invoices; at the same time, identifying individuals selling goods via social networks has also been implemented, contributing to information transparency.
At the same time, the Ministry of Finance has coordinated with domestic and foreign e-commerce platforms to communicate policies to relevant subjects; promoted the application of information technology and digital transformation in tax management. In particular, the Ministry has operated electronic portals for tax declaration and payment, initially applying artificial intelligence (AI) to support fraud control and warning.
Regarding the results achieved, the Minister said: “To date, we have standardized 95% of the population database, connected and shared information with banks and e-commerce websites. 158 foreign suppliers have declared and paid taxes. Tax revenue reached 23,000 billion VND. Particularly, 106,000 individual business households have declared and paid 1.2 trillion VND through digital platforms.”
In the first 5 months of 2025 alone, total tax revenue from e-commerce grew strongly, reaching more than 75,000 billion VND, up 55% over the same period. This is considered a positive signal, reflecting a clear change in tax management for the digital business sector.
Regarding solutions in the coming time, the Ministry of Finance will continue to perfect legal regulations to clearly identify organizations and individuals operating in e-commerce; provide full guidance on the process of declaring and paying electronic taxes; upgrade digital infrastructure, ensuring convenient access for both domestic and foreign organizations, especially those without a presence in Vietnam. At the same time, continue to invest in developing databases, using AI to warn and check cases with signs of tax fraud, and closely inspect organizations and individuals that generate income from e-commerce and digital platforms.
