Up to this point, 34 provinces and cities across the country are urgently carrying out the work of grading high school graduation exams, expected to finish grading by July 10 at the latest and send data to the Ministry of Education and Training . According to the plan, at exactly 8:00 a.m. on July 16, examination councils across the country will announce the 2025 high school graduation exam scores.

Ninh Binh is one of the provinces formed on the basis of merging 3 provinces: Ninh Binh, Nam Dinh and Ha Nam . Therefore, immediately after announcing the Resolution and Decision of the Central and local governments on the arrangement of provincial and commune-level administrative units and ending the operation of district-level administrative units, the province promptly completed the Provincial Examination Steering Committee, the Examination Council and the Committees under the Examination Council, continued to carry out tasks and work at the locations where the work was being carried out.

According to Director of the Department of Education and Training of Ninh Binh province Nguyen Tien Dung, the Department has proactively reviewed the conditions of facilities, equipment, fire prevention and fighting systems, security and safety conditions for the work of marking exams, grading exams, and the working area of the Secretariat to ensure safety, suitability with actual conditions and compliance with the requirements of the exam regulations.

In Bac Ninh, from July 1, 2025, the Department of Education and Training of the province has proactively advised the Provincial People's Committee to complete the Steering Committee for the 2025 High School Graduation Exam and the Examination Council of Bac Ninh province, on the basis of utilizing resources from the Examination Steering Committees of the two provinces of Bac Giang (old) and Bac Ninh (old).

Accordingly, the two examination boards will continue to be held at the same two locations as before. The Department of Education and Training of Bac Ninh province has carefully reviewed the facilities at both examination boards, ensuring that they fully meet the requirements according to regulations, especially focusing on strengthening measures to ensure security and safety throughout the entire examination marking process.

The essay marking rooms, multiple-choice marking rooms, test storage rooms and secretariat offices all have security cameras to monitor and record all activities for management purposes.

Mr. Bach Dang Khoa, Deputy Director of the Department of Education and Training of Bac Ninh province, said that the province plans to complete the grading of essay tests on July 7, multiple-choice tests on July 10, and announce the overall scores of the entire Bac Ninh province (new) as planned.

The grading and processing are done on two different software, so it is necessary to increase the number of grading machines and exam graders to complete the exam on schedule.

It is necessary to ensure fairness and the rights of candidates.

With special features in this year's exam marking, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), emphasized that it is necessary to ensure accuracy in the marking process of the two general education programs in 2018 and 2006.

The provincial examination board also needs to proactively coordinate and promptly discuss with the Ministry of Education and Training to remove difficulties and problems arising in the process of implementing tasks.

Permanent Deputy Minister of Education and Training Pham Ngoc Thuong reminded officials in charge of marking exams at all exam boards, especially essay subjects such as Literature, when the exam questions are open-ended.

"The marking instructions are also open to properly assess students' abilities. The Ministry has sent the instructions to the Examination Boards for research, completion, supplementation, and unification of answers and marking instructions. There is a common marking ratio to ensure consistency. After completion, there must be a checking marking ratio of at least 5%."

Mr. Pham Ngoc Thuong also noted that if there are any unusual problems in the marking process, it is necessary to consider them to ensure fairness and the rights of candidates. In particular, the efforts, creativity, initiative, and individual thinking of candidates must be recognized, of course, ensuring that they comply with output standards, criteria of the educational process, and marking instructions.

The Ministry of Education and Training requires the Steering Committees of the newly merged provinces and cities to continue to maintain comprehensive and unified direction among the Examination Boards; clearly assign focal points, transparent and synchronous information reporting regime, ensuring smooth coordination and unity in the progress and content of the examination.

Accordingly, the Examination Board needs to strictly control the progress but absolutely must not force the progress, not do things carelessly, roughly, causing errors. It is necessary to closely follow the proposed plan, maximize the regulatory role of the head of each examination team, avoid the situation of doing things too quickly leading to carelessness.

"The general principle and goal is to accurately reflect the students' abilities, aiming for the real results of the candidates, ensuring the legitimate rights of the candidates in the organization of the exam and ensuring fairness nationwide. The exam marking work must be quickly informed, handled promptly and effectively," the Permanent Deputy Minister of Education and Training requested.
