Notably, the province has issued resolutions to implement national target programs to create "impetus" for development and improve the lives of ethnic minorities and mountainous areas in the area. At the same time, priority is given to allocating large resources from the state budget and mobilizing all other resources to focus on investing in and developing strategic, synchronous and modern transport infrastructure; promoting the connection between dynamic regions and disadvantaged areas; prioritizing investment in education and health infrastructure; investing in and upgrading irrigation works, disaster prevention works, domestic water supply, electricity infrastructure, telecommunications, cultural institutions, etc.
In the 2021-2025 period, the province prioritizes allocating over VND 4,200 billion in public investment capital from the provincial budget to directly support the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas. Thereby, creating a fundamental and comprehensive change in appearance, creating new potential and driving force for the sustainable development of rural areas, ethnic minority areas, mountainous areas, border areas, and islands.
At the end of 2024, the spillway and inter-hamlet road project Lam Nghiep - Khe Lan, Dong Son commune (now Luong Minh commune) with a total investment of more than 7 billion VND was put into use, bringing joy to dozens of households in Lam Nghiep hamlet, Tan Oc 1 village. After completion, the project has helped people travel more conveniently, no longer in the situation of "no exit, no entry" when the flood comes. Convenient traffic also makes it easier to transport agricultural products, opening up many opportunities for socio-economic development for the people.
Along with infrastructure investment, the province has also focused on vocational training, diversifying livelihoods, creating job opportunities for ethnic minority people through preferential loans, supporting the construction of concentrated production areas, developing OCOP products, etc.
Borrowing 70 million VND through the Farmers' Association channel to develop a commercial chicken farming model, Ms. Trieu Thi Nien's family (Bang Anh village, Quang La commune) has effectively exploited the capital source. From this model, up to now, after 2 years, Ms. Nien's family has a chicken farm with a scale of raising more than 10,000 chickens/year. With an average selling price of about 200,000 VND/chicken, each year her family also has an income of more than 200 million VND. Ms. Nien said: Thanks to the loan through the Farmers' Association channel, my family has more resources to develop the model and raise chickens effectively. Currently, the family has repaid the capital.
Social security work, improving social welfare in ethnic minority areas; taking care of people's health, improving the physical condition and stature of ethnic minorities, and implementing gender equality are also focused on. Accordingly, the province has supported 100% of the cost of issuing health insurance cards to 70,555 ethnic minority people living in communes that have just emerged from poverty. 100% of communes have implemented nutrition counseling for children under 2 years old; mothers and newborns in the first 42 days after birth at home.
Through the project "Propaganda and mobilization to improve nutrition and physical strength for children in highland, ethnic minority and mountainous areas of Quang Ninh province in the period of 2022-2025", more than 120 training courses and communication conferences on malnutrition prevention, reproductive health care, and proper nutrition for pregnant women and women with young children have been organized. Nearly 5,000 people, including women's union officials, village and hamlet health workers , propagandists, and women's union members have been exposed to knowledge and skills in scientific child care. Models and clubs: "Mothers and babies ensure nutrition", "Prevention of malnutrition for children", "Parents' groups for comprehensive care and education for early childhood development"... the contest "Knowledge of mothers and children's health" has been established and has become a useful space for activities, exchange, and learning for families with young children in ethnic minority areas.
In addition, the province also pays special attention to restoring, collecting and preserving tangible cultural values, researching and proposing recognition of intangible cultural values of some ethnic minorities in the area and building sports and cultural institutions in communes in ethnic minority areas.
