On August 18, 2025, the working delegation of the Ministry of Science and Technology worked with the Department of Science and Technology at the Public Administration Service Center of Hung Yen province and Pho Hien Ward to grasp the situation, record the results, and at the same time remove difficulties and obstacles in the implementation of Resolution 57/NQ-TW, Decree 132/2025/ND-CP and Decree 133/2025/ND-CP.

At the working session, reporting to the working delegation, Vu Xuan Thanh, Deputy Director of the Department of Science and Technology of Hung Yen province, said that since July 1, the two-level local government apparatus has been operating stably, effectively implementing political tasks in the locality.
The Department of Science and Technology has advised the Provincial People's Committee to issue 03 authorization documents in the field of science and technology, including: Decision No. 420/QD-UBND dated July 30, 2025 authorizing the Director of the Department of Science and Technology to resolve 05 administrative procedures in the field of science and technology under the authority of the Chairman of the Provincial People's Committee; Decision No. 422/QD-UBND dated July 30, 2025 authorizing the decision on a number of contents of management of provincial-level science and technology tasks using the state budget; Decision No. 458/QD-UBND dated August 1, 2025 authorizing the Director of the Department of Science and Technology to resolve 116 administrative procedures in the field of science and technology under the authority of the Provincial People's Committee.

The provincial administrative procedure settlement information system has been integrated with the National Public Service Portal: Operating stably and receiving administrative procedure records of citizens and businesses through the National Public Service Portal, the only portal serving citizens and businesses nationwide. From July 1, 2025 to present, 264,380/309,654 online records have been received (reaching 85.38%).
The Department of Science and Technology has established a standing team to support, guide and answer questions about the establishment of information technology infrastructure, shared digital platforms and specialized digital signatures to serve the work of arranging and merging administrative units of Hung Yen province.
By the end of August 7, 2025, 104/104 communes had established Technology and Administrative Procedure Response Teams at communes and wards with over 5,800 members.

However, the operation of the two-level government model at the local level still faces some difficulties, such as the uneven quality of commune-level officials in terms of capacity, experience, and expertise; lack of specialized personnel in some fields; and limited facilities and information technology infrastructure at the Commune-level Public Administration Service Center.
Currently, at the commune and ward level, the human resources in charge of digital transformation are still lacking and weak or inexperienced (due to inappropriate expertise: out of 104 communes and wards, only 30 comrades have expertise in IT and related fields, the rest are in other fields and are new to the field). Therefore, the initial implementation still encountered difficulties and confusion.
IT equipment at the People's Committees at the commune level and the Public Administration Service Center at the commune level has just been rearranged and re-equipped at a basic level to serve the work of solving problems.
Some communes and wards still have limited understanding of innovation, digital transformation and startups, leading to confusion in coordination. Human resources specialized in science and technology, innovation and IT at the commune level are still lacking and weak; new staff lack practical experience.
There is still a lack of consistent guidance documents and a mechanism to encourage long-term innovation. Some regulations on licensing radiation equipment, approving radiation incident response plans, fees and charges, etc. are unclear, causing difficulties in receiving and processing applications.
The digitization system of databases on inventions, designs, and trademarks is still scattered and difficult to access, causing difficulties in management and information search. Meanwhile, the implementation of some decentralized and delegated administrative procedures requires information and data from previously issued records...

In the field of intellectual property, the merger and consolidation of administrative boundaries leads to many changes in the owners of collective trademarks, certification trademarks, geographical indications, as well as maps of production areas, causing difficulties in protecting and transferring intellectual property rights.
In the field of atomic energy, some regulations on records, procedures, fees and charges for radiation equipment, PET/CT, SPECT/CT, X-ray, as well as requirements for diplomas and certificates for radiation workers have not been specifically guided.

Representing the working delegation, Mr. Nguyen Thanh Chung, Director of the Department of Telecommunications, acknowledged the province's efforts in implementing the new model. At the same time, he requested that the Department of Science and Technology focus on completing reports in each specific field, developing a plan to advise the Provincial People's Committee, and proposing appropriate solutions to remove difficulties and obstacles that the locality is facing when implementing the two-level local government model.
Regarding the difficulties and problems in the operation of two-level local government in the field of science and technology in Hung Yen province, representatives of specialized units of the Ministry of Science and Technology directly discussed and answered specific questions about the contents of local decentralization and delegation of authority, and at the same time guided localities in implementing regulations and professional processes, and shared practical experiences. The Ministry of Science and Technology committed to accompanying and supporting localities in implementing the two-level government model to ensure smooth and effective science and technology activities.
