The National Assembly has officially issued Resolution No. 202/2025/QH15 on the arrangement of provincial-level administrative units. Accordingly, on the basis of arranging the entire natural area and population size of Can Tho City, Soc Trang Province and Hau Giang Province, the new city is called Can Tho City. With this historic resolution, Can Tho - the central urban area of ​​the Mekong Delta is facing a strong breakthrough opportunity. For a long time, Can Tho has been considered the "heart" of the Mekong Delta because of its strategic geographical location, located in the center of the region and now with this merger, it will become the gateway to the lower Mekong River region with a large sea area, diverse ecosystems in the development of high-tech agriculture, clean energy; a vital traffic hub, connecting not only within the region but also internationally. This will be a vibrant commercial, financial, high-tech industrial center, along with a leading role in training high-quality human resources, science, technology and healthcare for the entire region.

Ms. Ta Thi Thu, President of Can Tho City Women Entrepreneurs Association: Strengthening internal strength, renewing ourselves, gradually creating breakthroughs in the new era

- After merging with Hau Giang and Soc Trang provinces, the new Can Tho City has a large area of ​​over 6,360km2 and a population of over 4 million people. This is the largest administrative restructuring revolution, promising to create a breakthrough for the country in the era of national development. In the initial stages of operating Can Tho City, there will still be a lot of work to do and a lot of effort, however, this change has received high consensus from the entire population, including the city's female business community.

For the activities of the Women Entrepreneurs Association in general and each member in particular, depending on the industry of each enterprise, the merger can bring both opportunities and challenges. However, even in the context of enterprises proactively adapting to maintain effective operations. That is, being sensitive to take full advantage of opportunities; flexibly adapting to difficulties like the times when enterprises overcame the "post-COVID-19" wave, economic crisis, market fluctuations...

After the merger, the Can Tho City Women Entrepreneurs Association will certainly have many new members and a larger community of female business owners. Under the direction of the Vietnam Women Entrepreneurs Association, we will establish a Steering Committee to connect with the Women Entrepreneurs Clubs of Hau Giang and Soc Trang and have a plan to merge and add a new Executive Committee with sufficient management capacity so that the association's activities continue to flourish and be widespread. Fortunately, in April 2025, the Politburo issued Resolution No. 68-NQ/TW on private economic development, with the goal of making the private economy an important driving force of the national economy. Resolution No. 68-NQ/TW is a policy and guideline for the activities of the business community, including women-owned enterprises. Accordingly, enterprises must transform and be proactive to keep up with the country's development, take advantage of opportunities and support policies for enterprises to strengthen their internal strength, renew themselves, and gradually create breakthroughs in the new era - the era of national development.

The city is a convergence of specific economic zones including marine economy with more than 72km of coastline (Soc Trang), smart agriculture with the core being the High-tech Agricultural Zone (Hau Giang), innovation center, processing industry and key port and logistics clusters (Can Tho).

The expanded land fund with synchronous transport infrastructure helps Can Tho facilitate the development of new industrial zones, especially agricultural and aquatic product processing industries; well-planned logistics centers and modern supply chains, connecting production, processing and export areas. In particular, Tran De seaport with a planned scale of 14 wharfs, when invested synchronously and effectively, will combine with the Chau Doc - Can Tho expressway to become the most important export gateway of the Mekong Delta, reducing the load on ports in the Southeast region and creating a "rear - front" connection for the whole region.

With a population of over four million, Can Tho forms a large and potential consumer market. In addition, 9 universities and many colleges in the area train young human resources with systematic knowledge, skills, dynamism and readiness to absorb technology, which will be an important driving force in the process of attracting investment and developing key economic sectors such as agricultural processing, high technology, services and e-commerce.

It can be seen that after expansion, Can Tho not only has the opportunity to become an economic locomotive of the West but can also be a model for a multi-center urban model, sustainable regional connectivity. The key factor is scientifically planned policies, consistent implementation and especially the support of the entire political system, businesses and people. The process of merging with Hau Giang and Soc Trang not only expands the administrative boundaries of Can Tho but also brings new resources for the city to rise to become the leading economic, industrial, commercial and innovation center in the Mekong Delta region.

Currently, products of ODA High-Tech Cooperative such as dried cordyceps mycelium, tea or cordyceps essential oil... are distributed at many stores and agents in Ho Chi Minh City, Can Tho City and some provinces in the Mekong Delta. In particular, among them, the cordyceps mycelium freeze-dried product of the Cooperative has achieved the 4-star OCOP product certification at the city level and has been honored as one of the 100 typical products of cooperatives nationwide and was awarded the "Mai An Tiem" award for the first time in 2024 by the Vietnam Cooperative Alliance... Along with the outstanding advantages and opportunities after the merger, the Cooperative will face many difficulties in the context of market competition in the new situation. Therefore, ODA High-Tech Cooperative hopes that the new Can Tho City will have specific programs to support the Cooperative in accessing and enjoying investment policies for infrastructure development, attracting investment capital, and opening up business development directions according to the value chain; Support cooperatives to participate in trade promotion and trading programs to promote products, find partners and expand consumption markets; at the same time, pay attention to building and developing high-tech agricultural cooperative models, applying deep processing technology, thereby helping cooperatives improve production capacity, create many green products, following the circular economy trend; at the same time, enhance the brand of ODA products in the trend of market competition.

From July 1, 2025, Can Tho City will be put into operation with a larger area and population. This is also an opportunity for businesses and production establishments to develop more customers and expand the market. On the part of the establishments, I see some advantages. In addition, the number of tourists visiting the city will increase, and OCOP products will reach more tourists. Third, businesses and production facilities have more advantages in expanding local labor, building raw material areas, etc. To develop in the new era, facilities continue to focus on innovation, creativity, grasping technology, improving products to meet market demand, enhancing competitiveness as well as maintaining and developing products that meet OCOP standards, etc.

Dr. Ho Thi Thanh Bach, Acting Director of the Department of Foreign Affairs of Can Tho City: International integration and cooperation is one of the important tasks to create a breakthrough for the city in the coming time.

- Can Tho City is one of six centrally-run cities. After the merger, Can Tho is expected to become the economic, political, cultural and social center of the Mekong Delta, opening up opportunities for stronger international integration. A city with both plains and sea, connecting air, rail, road and sea routes will create a new breakthrough in socio-economic development. With a large population and resources, it will attract foreign investors in areas such as high-tech agriculture, innovation centers and port clusters, key logistics, international specialized industrial parks, international eco-tourism, etc.

On January 24, 2025, the Politburo issued Resolution 59-NQ/TW on international integration in the new situation, one of the four key and breakthrough Resolutions bringing the country into a new era. Resolution 59 identifies international integration as a strategic driving force, and at the same time sets out comprehensive and profound orientations and solutions to promote integration in the new context. The city's leaders also identified international cooperation as one of the contents of the four breakthroughs for the 2025-2030 term of Can Tho City.

To implement the key tasks required under Resolution 59-NQ/TW on international integration in the new situation and Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation, the Ministry of Foreign Affairs has oriented and added a number of functions and tasks of the Department of Foreign Affairs such as advising on Party foreign affairs and people-to-people foreign affairs; key areas according to Resolution
59-NQ/TW; receiving, processing dossiers and issuing diplomatic passports and official passports with electronic chips; coordinating with the Ministry of Foreign Affairs to research and develop policies and laws on overseas Vietnamese affairs; collecting information and data on international migration in the locality; administrative procedures on consular certification and consular legalization of papers and documents for citizens...

After the merger, there will be many major international events and conferences organized by the Ministry of Foreign Affairs and central ministries and branches in Can Tho City... Promoting its role as a specialized advisory body for the City Party Committee, People's Council, and People's Committee to implement foreign affairs work, the Department of Foreign Affairs will advise on the implementation of reasonable, comprehensive, synchronous foreign affairs activities, closely combining the three pillars of Party foreign affairs, State diplomacy, and people's diplomacy; issue documents to implement the Action Program to implement Resolution No. 59-NQ/TW; Strengthen and effectively exploit friendly cooperative relationships with foreign partners and foreign representative agencies in Vietnam, expand export markets, promote trade, mobilize foreign investment resources, promote more and more deeply the cultural identity and image of Can Tho people as "dynamic - benevolent - generous - elegant" to international friends... make practical contributions to the city's socio-economic development goals, contributing to the completion of the goals set out in Resolution No. 59-NQ/TW...
