Can Tho promotes digitalization of documents, connecting online public services

Contribute to the smooth operation of two-level government

Working at the Can Tho City Public Administration Service Center, Mr. Ho Hong Hai, Head of the working delegation of the Ministry of Science and Technology, highly appreciated the initiative and coordination of the Can Tho City Public Administration Service Center in receiving, guiding and inspecting the activities of the Commune and Ward Public Administration Service Centers in the area, contributing significantly to the smooth operation of the two-level local government after the merger.

According to Ms. Le Xuan Hoa, Director of the Can Tho City Public Administration Service Center, after nearly 2 months of operating the 2-level government apparatus, 102/103 commune-level administrative units have just conducted a trial operation for 4 administrative procedures (TTHC) including extracting household registration; correcting Land Certificates due to errors; providing information on construction planning under the authority of the district level; registering the establishment of business households.

Director of Can Tho City Public Administration Service Center said: Most communes and wards arrange photocopying services and provide free water for individuals and organizations to carry out administrative procedures. At the same time, they are equipped with surveillance camera systems; the area for receiving and digitizing administrative procedure documents is divided into counters; arrange service areas for individuals and organizations to proactively digitize documents or perform online public services; provide free wifi for individuals and businesses to carry out administrative procedures.

Currently, the trial operation of the Public Administration Service Centers of communes and wards all have functional areas to publicize administrative procedures and other information according to regulations; serving individuals and organizations to look up and search for information related to the implementation of administrative procedures and prepare and complete administrative procedure documents before submitting.

Unable to carry out administrative "non-territorial" procedures

Regarding difficulties and shortcomings, the Can Tho City Public Administration Service Center said that facilities, equipment, and information infrastructure are not yet sufficient to meet the needs of serving people, and computers are mainly old and low-configuration.

The results of the Index for directing, operating and assessing the quality of service for people and businesses in implementing administrative procedures and public services in real time in the electronic environment (Index according to Decision No. 766) of the City ranked 27/34 provinces and cities, achieving a good rate of 74.48%. Of which, the index group on publicity and transparency reached 77.22%; the index group on online public services reached 40%; the index group on online payment reached 42%; the index group on digitalization reached 53.18%.

In addition, people and businesses often encounter difficulties and errors when performing administrative procedures and online public services on taxes, business registration, business household registration and other procedures that connect and share data with taxes, businesses and business households.

The civil status software still has unstable connection errors, sometimes causing errors in synchronizing results from the civil status software to the City's Administrative Procedures Information System.

According to the report of the Can Tho City Public Administration Service Center, in the process of implementing the issuance of Certificates of Registration for Conformity Assessment Activities, the Department of Science and Technology of Can Tho City encountered difficulties in determining the authority to issue certificates for multi-sector conformity assessment subjects. Currently, in addition to the field of science and technology that has been decentralized by the Ministry of Science and Technology, other ministries and sectors (such as the Ministry of Agriculture and Environment, the Ministry of Health, etc.) have not yet decentralized to localities or have not yet announced administrative procedures, leading to confusion for businesses and localities, affecting business activities.

It is worth mentioning that while provinces in the Mekong Delta region have been receiving "non-territorial" records at the commune and ward level, this has not yet been implemented in Can Tho.

Accordingly, the processing of records and administrative procedures "out of boundaries" in communes and wards in the city is currently not possible due to lack of connectivity. When the one-stop-shop receives records, it is not possible to further delegate authority to the person in charge of processing. The processing time is prolonged, not guaranteed according to regulations (the receiving officer must take a screenshot to prove why the records have not been transferred).

At the meeting, the working delegation of the Ministry of Science and Technology answered recommendations, concerns and difficulties in the process of operating the two-level government in Can Tho City. For recommendations related to technology infrastructure and information connection, they will be reported to competent authorities for consideration and decision to remove difficulties, promote effective local government operations, and meet people's requirements.

Mr. Nguyen Huu Thanh Binh, Deputy Director of the Department of Science and Technology of Can Tho City, said: The city has issued and focused on implementing a plan to ensure information systems, shared platforms and technical infrastructure during the implementation of the Project to rearrange the apparatus, administrative units and organization of two-level local governments.

At the same time, put into use, operate stably, smoothly, continuously, ensuring information security all shared information systems of the city such as: Information system for handling administrative procedures; document management and operation system; integrated platform, shared data sharing (LGSP Axis); centralized authentication platform (SSO); City data portal; Can Tho city mobile application; email system; video conferencing system; specialized data transmission network, meeting all tasks according to the content of Plan No. 141/KH-UBND dated June 15, 2025 on ensuring shared information systems, platforms and technical infrastructure in the process of implementing the Project on arranging and merging provincial-level administrative units.

Mr. Nguyen Huu Thanh Binh said that he has deployed to the Secretaries and Chairmen of the People's Committees of communes and wards to report on the progress of implementing tasks on the Monitoring and Evaluation System for the implementation of Resolution No. 57-NQ/TW at https://nq57.vn.

In particular, the information system for handling administrative procedures was deployed synchronously by Can Tho City to 120 units including the City Public Administration Service Center and 2 reception and result return points in Vi Thanh Ward and Phu Loi Ward; 14 city departments, branches and sectors and 103 communes and wards, with 8,851 created accounts.

The system will be completed and connected to the National Public Service Portal from June 30, 2025 and officially put into operation, ensuring smooth operation after restructuring the apparatus, administrative units and organization of 2-level local governments and restructuring provincial-level administrative units.

Up to now, the system has synchronized 2,169 administrative procedures, completed connection with other systems such as: The Ministry of Public Security's public service portal; VBDLIS land management software; the system for monitoring and measuring the level of provision and use of digital government services (EMC system), and tested the connection to issue criminal records via VNeID.
