Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Thanh Ngai requested that each sector, each unit at both levels and each cadre and civil servant must clearly understand their responsibilities, promote high working spirit and awareness of performing assigned tasks.

At the Conference, Mr. Tran Cong Khanh, Deputy Director of the Department of Finance, said: As of June 30, the public investment capital plan for 2025 of Ca Mau province (new) has disbursed over 3.1 trillion VND, equal to 25.9% of the capital plan. There are 24 investors with disbursement rates above the average; 17 investors have disbursement rates below the average of the province, of which 6 investors have not disbursed.
Deputy Director of the Department of Finance Tran Cong Khanh informed about the progress of public investment disbursement and proposed solutions.
As of June 30, the province's total public investment plan for 2025 reached over VND12 trillion, an increase of more than VND3,100 billion and 1.35 times higher than the plan for 2024. This is an important resource to focus on investing in improving the province's socio -economic infrastructure system, especially in the context of a low starting point and many limitations compared to other localities. At the same time, this capital source also plays a key role in promoting the province's economic growth, with the function of leading and activating non-budgetary investment capital.
The volume of implementation and capital plan to be disbursed in the last 6 months of 2025 is very large, up to more than 8.8 trillion VND. Therefore, it is urgent to drastically and urgently implement key tasks and solutions to accelerate the progress of public investment capital disbursement.
On that basis, the Department of Finance proposed 7 groups of key tasks and solutions. In particular, it emphasized the need for breakthrough measures to accelerate the disbursement rate at 5 provincial Project Management Boards (except for the Agricultural Project Management Board) after the merger, because these units are managing over 80% of the province's total public investment capital.
One of the current difficulties is that after the dissolution of the district level and the establishment of regional project management boards, although the construction volume is still being implemented according to schedule, the disbursement rate has not changed much. The main reason comes from legal procedural problems.
Mr. Tang Vu Em, Director of the Provincial Land Fund Development Center, presented solutions to stabilize the situation after the merger and accelerate the implementation of key projects and works in the area.
Regarding this issue, Chairman of the Provincial People's Committee Pham Thanh Ngai directed: For inter-ward and inter-commune projects and works, they need to be transferred to the Regional Project Management Board or the Provincial Specialized Project Management Board for management and operation. As for projects and works that were previously located in a commune or ward and after the merger are still located within the scope of the new commune or ward, they will continue to be managed by the Project Management Board of that commune or ward.
The project to build a 1,200-bed general hospital has not made much progress in construction and disbursement of public investment capital.
To speed up the disbursement progress in the coming time, many opinions at the conference said that it is necessary to focus on solving the problem of scarcity of construction materials, a factor that is pushing up prices, directly affecting the progress of project construction. In addition, it is necessary to soon establish a monitoring team to direct the disbursement progress; promote the publication of land price lists at the grassroots level; at the same time, promote the role of the Land Fund Development Center in supporting site clearance and promoting project implementation.
Speaking at the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Thanh Ngai emphasized: Provincial departments, branches and units must proactively assign staff to support the grassroots with the highest sense of responsibility. Each stage of work and each task must be carried out with innovative thinking, practical action, closely following reality and putting the interests of the people first. Each individual, department and agency must raise their sense of responsibility, promptly adjust appropriate working methods, understand and share the difficulties of the grassroots to work together to successfully complete the assigned tasks.
