Abolishing lump-sum tax: What do business households need to prepare?

From 2026, business households and individuals will no longer apply the lump-sum tax method but will fully declare and pay taxes according to tax administration laws.

Opportunities and challenges

On May 17, 2025, the National Assembly passed Resolution No. 198/2025/QH15, which clearly stipulates that from January 1, 2026, the lump-sum tax method will no longer apply to business households and individuals. These entities must fully declare, record and pay taxes in accordance with tax administration laws.

Deputy Director of Retail Solutions, MISA Joint Stock Company Nguyen Quang Khai said that this change is of great significance. On the one hand, this marks an important step forward in institutional reform and tax management modernization, on the other hand, it requires a strong transformation for millions of business households: Moving from the traditional way of doing things, familiar with simple lump-sum calculations, to a more professional mechanism, requiring new management thinking, technology application and stricter compliance with the law.

“The challenge is that business households must change their habits, invest tools and time in transparent declaration. But the opportunities are much greater. When transparent, business households will have more favorable conditions in accessing bank credit capital, easily cooperate with businesses, participate deeply in the value chain and affirm their reputation in the market. In particular, transparency helps business households develop sustainably and long-term, no longer operating on a small scale and at a standstill like before,” said Mr. Nguyen Quang Khai.

According to Ms. Nguyen Thi Thu Ha, former Director of the Department of Propaganda and Taxpayer Support (General Department of Taxation, now the Department of Taxation), representative of the Vietnam Tax Consulting Association, the abolition of lump-sum tax for households aims to create equality in tax regime between business households and enterprises, while ensuring transparency in the operations of business households.

Previously, Decree 70/2025/ND-CP amending and supplementing Decree 123/2020/ND-CP also stipulated that invoices and documents require business households with revenue of 1 billion VND/year or more to use electronic invoices connected to cash registers from June 1, 2025, creating a premise for millions of business households across the country to gradually abandon the lump-sum tax payment method.

Proactively understand legal rights and obligations

“In the context of a series of new tax regulations, business households need to proactively understand their legal rights and obligations, be deeply aware of the legal consequences of non-compliance, determine what to do themselves and what to hire services for (electronic invoice services, accounting services, tax agency services); proactively integrate, adapt, and develop in the new business environment,” Ms. Nguyen Thi Thu Ha emphasized.

To support business households and individuals in complying with tax regulations and electronic invoices, Mr. Nguyen Quang Khai introduced a set of solutions for sales management - electronic invoices - tax declaration specifically for business households, helping to manage comprehensively, effectively, easily deploy, fully comply with tax regulations and optimize costs.

For small businesses, MISA develops the MISA eShop business sales management platform to help manage all activities: sales, invoicing, tax declaration... on just one application and with just one smartphone. The software also automatically aggregates data and sends sample tax declarations to the tax authority right on the phone.

For larger businesses, MISA provides a solution set including MISA eShop software and hardware (POS system), helping to issue invoices promptly upon sale. MISA eShop software is also directly connected to MISA's accounting and tax solutions, to automate data entry, accounting and declaration, and electronic tax payment right on the software. In addition, the software is also integrated with the MISA ASP Service Accounting Platform, helping to connect directly with 23,900 accounting - tax experts, ready to serve businesses to switch to the form of declaration, improve professionalism in financial management, standardize accounting, tax compliance and sustainable development.

In the series of solutions to support business households, Mr. Ngo Binh Nguyen, Director of Business Household Segment, Vietnam Prosperity Joint Stock Commercial Bank (VPBank) introduced suitable financial packages specifically for households such as the V20K loan package with preferential interest rates from 3.99%/year for mortgage loans, loan limit up to 20,000 billion VND.

“VPBank not only provides capital but also supports operations management, insurance and reinvestment, forming a closed value chain,” Mr. Ngo Binh Nguyen emphasized.
