Binh Phuoc proposes appointing investors to quickly build expressway connecting the Central Highlands

The People's Committee of Binh Phuoc province has just sent an official dispatch to the Prime Minister, the Ministry of Construction and the Ministry of Finance, requesting to adjust the form of selecting investors for component project 1 - investment in the construction of the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc). This is a key expressway connecting the Central Highlands with the Southeast region.

The project was approved by the National Assembly in June 2024. On March 18, the Prime Minister issued a decision to establish a State Appraisal Council to appraise the feasibility study report of component project 1 under the public-private partnership (PPP) method.

In this document, the People's Committee of Binh Phuoc province requested the Ministry of Finance and the Ministry of Construction to consider and report to the Prime Minister to submit to the National Assembly Standing Committee for approval to adjust the form of selecting investors for component project 1 from domestic open bidding to applying investor appointment.

This proposal aims to shorten the time for selecting investors, ensuring the project's commencement date on April 30 in accordance with the direction of competent authorities.

After being approved by the Prime Minister, Binh Phuoc province will urgently coordinate with Dak Nong province and relevant ministries and branches to carry out the next steps to implement the project in accordance with regulations.

The North-South Expressway project in the West, Gia Nghia - Chon Thanh section, is over 128km long, with the starting point intersecting with Ho Chi Minh Road (existing National Highway 14) in Dak R'Lap district, Dak Nong province; the end point intersecting with Ho Chi Minh Road, Chon Thanh - Duc Hoa section, in Chon Thanh town, Binh Phuoc province.

The project has a total investment of about 25,540 billion VND, divided into 5 component projects. For component project 1, investing in the construction of the expressway under the PPP method, the investor will arrange about 12,770 billion VND for implementation.

The remaining 4 component projects are publicly invested, including two component projects to build a flyover on a service road and a cross-bridge, and two component projects to clear land through Dak Nong and Binh Phuoc provinces.

Prime Minister requests urgent commencement of highway projects connecting the Central Highlands

According to the conclusion announcement of the Government Office on March 19, the Prime Minister assigned Binh Phuoc and Dak Nong provinces to urgently speed up the completion of procedures to start the Gia Nghia - Chon Thanh project on April 30.

Lam Dong province speeds up the approval of the feasibility study report for the Tan Phu - Bao Loc and Bao Loc - Lien Khuong projects, to be completed before March 25.

On the 4th day of Tet, Binh Duong province started the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project. This expressway will connect seamlessly with the Gia Nghia - Chon Thanh expressway, making travel between the Southeast and Central Highlands regions faster.

The Central Highlands region will be exploited by expressways such as Buon Ma Thuot - Khanh Hoa, Ho Chi Minh City - Thu Dau Mot - Chon Thanh, along with a series of projects connecting the Southeast region to help shorten travel time, expand trade, investment and tourism.
