Quality assurance and accreditation is a new mechanism officially stipulated in the Law on HigherEducation 2018, associated with the implementation of autonomy and accountability of higher education institutions.
The Ministry of Education and Training stated: Over the past 5 years, the work of quality assurance and accreditation in the higher education system has undergone substantial changes, bringing positive impacts to improving and enhancing the quality and efficiency of higher education institutions.
Expanding the network of inspection organizations
Firstly, the network of higher education quality assessment organizations is expanded and diversified, and the team of assessors is strengthened.
Since the implementation of the Law on Higher Education in 2018, three more domestic (private) accreditation organizations have been established and licensed to operate, bringing the total number of domestic accreditation organizations to seven. In addition, there are 10 foreign accreditation organizations recognized by the Ministry of Education and Training to operate in Vietnam in the field of higher education.
This creates more opportunities for educational institutions to choose suitable organizations to accredit and provide strategic advice to help higher education institutions achieve their vision and mission.
Based on Circular No. 14/2022/TT-BGDDT of the Minister of Education and Training regulating university and college education accreditors, in 2023 and 2024, 261 more accreditors were granted cards, timely supplementing the current team of accreditors.
Currently, the team of inspectors certified by the Ministry of Education and Training is more than 600 people, including many inspectors who are assessors and inspectors of foreign quality inspection organizations, contributing to the development of the quality assurance system in the country and the ASEAN region.
Strengthening internal quality assurance system
The quality assurance system within higher education institutions has also been strengthened, quality assessment work has become increasingly substantial and effective, and international integration has taken place.
Currently, the internal quality assurance system is built on the basis of Circular No. 12/2017/TT-BGDDT regulating the quality assessment of educational institutions with 25 standards and 111 criteria divided into 4 areas.
This is an approach that is suitable to the actual conditions of the university education system and follows the approach of countries in the Southeast Asian region.
Up to now, most training institutions have established specialized units for quality assurance. The school's governance and management system has gradually changed, leading to changes in the internal quality assurance system; especially the transition from the school's capacity-based training model to output-based training, moving towards the learners' capacity.
The team of lecturers and staff working in quality assurance of higher education institutions have participated in pre-self-assessment training activities, specialized training courses... with partners who are domestic and international quality accreditation organizations.
As of March 31, 2025, the country had 209/265 higher education institutions (78.8%) and 2,451 (30.66%) training programs at all levels of higher education accredited and certified by domestic and foreign accreditation organizations. Of these, 12 higher education institutions and 670 training programs were assessed and recognized by prestigious international accreditation organizations.
