Steering Committee on Science, Technology Development, Innovation and Digital Transformation Deploys Tasks for the Last 6 Months of 2025

On the afternoon of July 24, the Steering Committee for Science and Technology Development, Innovation and Digital Transformation of Tuyen Quang province held a conference to review the work in the first 6 months of the year and deploy key tasks for the last 6 months of 2025. Comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the conference. Attending the conference were members of the Standing Committee of the Provincial Party Committee; leaders of departments and branches, members of the Steering Committee.

In the first 6 months of 2025, the Steering Committee, departments, branches and localities have actively implemented Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and digital transformation, along with Action Plans No. 01 and 02 of the Central Steering Committee. Digital transformation is identified as a key political task, creating new momentum for socio-economic development. Party committees and authorities at all levels have proactively developed plans and implemented them vigorously, ensuring the smooth operation of the 2-level government model. Awareness in the political system and among the people about the importance of digital transformation has been increasingly raised.

However, there are still some limitations: Some agencies are not proactive, still waiting for superiors; infrastructure at the commune level does not ensure the operation of the Public Administration Service Center; software for handling administrative procedures is not stable, there is no connection between agencies; some key tasks are still slow such as not issuing the e-Government Architecture 4.0, not arranging support forces at the Public Administration Service Center at the commune level.

At the meeting, the Steering Committee discussed the results achieved and proposed solutions to overcome limitations, and gave opinions on the plan to concretize Resolution 57, launch the "Digital Education for All" movement, strengthen the Steering Committee and strengthen human resource training to serve digital transformation on all three pillars: digital society, digital economy, digital government, towards applying AI in socio-economic development.

Concluding the conference, Provincial Party Secretary Hau A Lenh emphasized: In the first 6 months of 2025, the province's work on science, technology, innovation and digital transformation has achieved initial results. However, the implementation progress is still slow and uneven among localities and units; awareness and action in some places are still formal and not substantial. The main reason is the lack of strong direction from the grassroots level, some places have not allocated enough resources, human resources and lack of synchronous operating mechanisms.

Based on the resolutions, plans and action programs of the Central Government, the Provincial Party Committee and the Provincial People's Committee, Provincial Party Secretary Hau A Lenh requested departments, branches and localities to focus on implementing the following key tasks:

Regarding organizational structure and personnel: Before August 15, 100% of communes, wards, towns and a number of key departments and branches must establish a Steering Committee for digital transformation. By August 30 at the latest, based on the plan of the superiors, agencies, units and localities must complete their digital transformation plans. The Department of Home Affairs is assigned to review and select source staff to send for in-depth training on digital transformation, and at the same time develop a mechanism to hire appropriate experts to support implementation at departments, branches and localities.

Regarding investment and finance: Localities must synthesize the demand for purchasing facilities for digital transformation and report to the province before July 30 for synthesis and direction. Ensure that the budget expenditure ratio for digital transformation is at least equal to the central level (2%), while improving efficiency and preventing waste. Prioritize investment resources for villages without electricity, villages with "no signal" for telecommunications; closely coordinate with Viettel, VNPT, Mobifone to quickly deploy digital infrastructure.

Regarding data and digital infrastructure: Urgently edit and complete the digitization of land data and specialized documents, clean data to serve integration and sharing. Accelerate the completion of mechanisms, policies and laws related to data and digital transformation, ensuring consistency and efficiency.

Regarding cooperation and mobilization of non-budgetary resources: Review and evaluate relationships with corporations and large enterprises with capacity, technology and experience to establish cooperation and support the province in the fields of science, technology and innovation.

Regarding monitoring, supervision and urging implementation: Targets and tasks must closely follow the resolutions and plans of the Central and the province, with specific responsibilities assigned. Steering Committees at all levels must regularly urge and inspect the implementation progress, and resolutely handle units that are slow to implement or do not comply with requirements.

The Provincial Party Secretary requested agencies, units and localities to seriously absorb and implement synchronously and drastically, ensuring that the province's digital transformation goals achieve substantive and effective results.
