The conference aims to assess the implementation of socio-economic development tasks, strengthening national defense and security, and building the political system in the first 6 months of the year, discuss directions and tasks for the last 6 months of 2025; review and approve the Working Regulations of the Provincial Party Executive Committee, the Working Regulations of the Provincial Party Committee's Inspection Committee for the 2020-2025 term and a number of other important contents.
The conference was chaired by comrades: Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Chau Ngoc Tuan - Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee.
Speaking at the opening of the conference, on behalf of the Provincial Party Standing Committee, Provincial Party Secretary Ho Quoc Dung emphasized: The first conference of the Provincial Party Executive Committee has special importance and urgency.
This is not only the first conference after the province was reorganized, but also an opportunity for the Executive Committee members to fully grasp the socio-economic situation, national defense and security, Party building work and the political system throughout the new province.
“In reality, in the past, each comrade had a deep understanding of the situation in the locality he was in charge of before the merger (Binh Dinh or the old Gia Lai), so it was very necessary to have a comprehensive and unified view, in order to correctly identify the focus, key points and requirements of the tasks in the coming time. At the same time, the conference also aimed to unify awareness and action in implementing the province's major and urgent tasks right after the official operation of the new organizational model,” the Provincial Party Secretary stated.
According to Secretary of the Provincial Party Committee Ho Quoc Dung, the two provinces of Gia Lai and Binh Dinh (old) have both held preliminary reviews and agreed on the assessment: in the first 6 months of the year, the world situation continued to have many complicated fluctuations; the domestic and provincial situations still faced many difficulties in terms of markets, capital flows, natural disasters, epidemics, etc. However, thanks to the participation of the entire political system, the consensus of all levels, sectors, the business community and the people, both provinces have achieved good results compared to the goals each province set at the beginning of the year.
Binh Dinh is estimated to achieve GRDP growth of 7.92%; Gia Lai is estimated to achieve 6.90%; the whole Gia Lai province (new) is estimated to achieve 7.49%. The fields of production, investment, trade, services, culture-society, national defense-security, foreign affairs, investment attraction; Party building, political system building... all have positive changes. This is an important foundation, creating momentum for the next stage.
However, in addition to positive results, the province also faces many major challenges in the last 6 months of the year. These include the pressure to complete the economic growth target of 8% or more as assigned by the Central Government, while policy space is limited; coordination and implementation between new sectors and localities after the merger need time to be completed; regulations, statutes, mechanisms, policies and planning are not yet synchronous and complete...
Some of the existing problems and difficulties of the two localities have not been thoroughly resolved, especially in the implementation of projects, digital transformation, restructuring of the industrial-agricultural and service sectors, and improving the investment environment...
At the same time, the province must carry out many major tasks, especially focusing on preparing well for the 1st Gia Lai Provincial Party Congress, term 2025-2030; organizing the celebration of major holidays of the country and the province; many large works and projects need to start or speed up progress...
Secretary of the Provincial Party Committee Ho Quoc Dung emphasized that the tasks for the last 6 months of the year are extremely heavy, requiring the entire Party Committee to have higher political determination, innovative thinking, more drastic actions, and more flexible management. The Standing Committee of the Provincial Party Committee has directed the preparation of a draft report on the situation in the first 6 months of the year and tasks for the last 6 months of the year to be submitted to the Provincial Party Committee Executive Committee for consideration, discussion, and decision.
At this conference, the Provincial Party Committee will give opinions and consider approving the Working Regulations of the Provincial Party Committee for the 2025-2030 term. This is the most important and fundamental document, stipulating the principles of organization, authority, working methods, assignment and division of tasks in leadership, direction and operation of the Provincial Party Committee. At the same time, the Working Regulations of the Provincial Party Committee's Inspection Committee for the 2020-2025 term and the Provincial Party Committee's Work Program for the last 6 months of the year will also be considered and approved as a basis for implementation.
“Today’s conference takes place in a special context, Gia Lai province has just been established, the organization and apparatus of the entire political system has just been consolidated and improved, and now is the time to step into the phase of accelerating the implementation of the political tasks of the Provincial Party Committee in conditions of many common difficulties and challenges.
Therefore, I request that the members of the Provincial Party Executive Committee promote a high sense of responsibility, focus on carefully studying the contents, contribute many practical and effective opinions, especially clearly identify key and feasible solutions to ensure the completion of the set goals, targets and political tasks" - Comrade Ho Quoc Dung requested.
