- The Provincial People's Committee sets a goal of focusing on improving the quality of military recruitment in 2026. In particular, focusing on selecting and calling citizens who have graduated from universities, colleges, vocational high schools and vocational training to build a regular force and a reserve mobilization force; contributing to building a strong local political base, especially in remote communes, remote areas and key areas.

The implementation process must comply with the Law on Military Service; the Law on People's Public Security; the Law on amending and supplementing a number of articles of 11 Laws on military and national defense; Circular No. 148/2018/TT-BQP dated October 4, 2018, Circular No. 68/2025/TT-BQP dated July 3, 2025 of the Ministry of National Defense and documents regulating military recruitment. In particular, it is necessary to implement well the motto "recruiting the right person, recruiting enough soldiers, focusing on quality".

- That's right! The Ministry of National Defense has issued Circular No. 68/2025/TT-BQP amending and supplementing a number of articles of Circular No. 148/2018/TT-BQP regulating the selection and calling of citizens for military service.

Accordingly, Circular 68/2025/TT-BQP has amended and supplemented the conditions on health standards when recruiting soldiers compared to Circular 148/2018/TT-BQP.

Specifically, amend and supplement Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP: Select citizens who meet health standards of type 1, type 2 and type 3 according to the provisions of Article 5, Article 6 of Circular No. 105/2023/TT-BQP dated December 6, 2023 of the Minister of National Defense stipulating health standards and health examinations for subjects under the management of the Ministry of National Defense.

Amending and supplementing Point c, Clause 3, Article 4 of Circular 148/2018/TT-BQP: Citizens with myopia greater than 1.5 diopters or more, hyperopia of all levels; BMI less than 18.0 or greater than 29.9 are not called to join the Army.

In addition, Circular 68/2025/TT-BQP also amends Article 6 of Circular 148/2018/TT-BQP on the responsibility of localities assigning troops to conform to the two-level local government organization model. Specifically, the responsibility of the district-level People's Committee is transferred to the provincial-level People's Committee and the commune-level People's Committee.

- Besides the advantages, there are still some difficulties, shortcomings and problems in military recruitment in 2026.

Specifically, the provincial level directs military recruitment work in large communes and wards, and the information technology infrastructure serving command, direction, and management work still has many difficulties, especially in remote communes, so official dispatches to these localities are slower than the prescribed time.

At the same time, implementing the two-level local government, the establishment of the Medical Examination Council encountered many difficulties in terms of personnel, means, and equipment to ensure medical examination and recruitment work; in remote areas, the efficiency and quality are not high.

In addition, each Regional Defense Command will organize 2-3 locations to hold the military handover ceremony, so the organization and implementation process will face many difficulties for the units in managing and organizing the ceremony; as well as assigning officers to monitor, direct, and quickly summarize and report.

On the other hand, the regulation stipulates that the Commune Military Command coordinates with the Regional Defense Command to coordinate with the unit receiving the troops to hand over the troops without specifying which unit will send the troops (the Commune Military Command is not capable), which unit will monitor the re-examination and be responsible for this. It is also unclear which unit will be responsible for the budget for the recruitment work.

- 2026 is the first year of implementing a two-level local government, the Provincial Party Committee - Military Command determined that the task of military recruitment will face many difficulties. From the beginning, the Provincial Party Committee - Military Command directed specialized agencies to update and thoroughly and thoroughly grasp documents on military recruitment. Advise the Provincial People's Committee to issue a Directive on selecting and calling citizens to join the army and perform their duty to join the People's Public Security in 2026; Decide to establish the Provincial Military Service Council; Decide to assign tasks to members of the Provincial Military Service Council; Issue documents guiding localities to implement, review and finalize the capacity of young people of military age, pre-select and prepare for commune-level approval in accordance with regulations.

The Provincial Military Command also coordinated with the Department of Health to advise the Provincial People's Committee to establish a Military Service Health Examination Council. It is expected that 6 Examination Councils will be established; each Regional Defense Command will be an Examination Council. In each Examination Council, it is expected that 2-3 examination teams will be established for each area of ​​7-8 communes and wards (the whole province is expected to establish 16-17 teams).

In addition, the Provincial Military Command also conducted a survey of military transfer locations. It is expected that there will be about 15 military transfer locations with the capacity to ensure about 5,000 citizens.
