As of mid-May 2025, Ca Mau province (before the merger) had nearly 7,000 households in difficult circumstances receiving housing and livelihood support through the National Target Programs, along with many other social resources. However, nearly 6,000 households still need continued livelihood support to rise up and stabilize their lives in the long term. This means that after completing the program to eliminate temporary and dilapidated houses, the province began to enter the phase of implementing the Livelihood Support Project to serve the goal of thoroughly eliminating poverty after merging with Bac Lieu province.

From "home" to "fishing rod"

In Tan Thuan commune, the project to support livelihoods for households was implemented with the cooperation of all levels. Since then, the commune has achieved positive results.

A typical example is Ms. Truong Thuy Hang's household in Tan Phuoc Hamlet, Tan Duc Commune (now Tan Thuan New Commune), which was granted a new house in May 2025, worth 150 million VND. Because she is a near-poor household with an unstable job and Ms. Hang's husband has a congenital heart disease, the commune realized that if they only gave her a house without creating a stable job, her family's life would remain unstable. Therefore, the Women's Union of Tan Phuoc Hamlet supported a loan of 50 million VND as capital, and her family began to stabilize. Ms. Hang opened a small food store at home, while her husband sold pork. Each month, the income is about 7 million VND, enough to cover expenses, medical treatment and raising children to study.

Ms. Truong Thuy Hang's family used to live temporarily in this old thatched house, their life was precarious...

...but now, not only is she supported with a new house, Ms. Hang is also supported with a livelihood to do small business earning, income to improve her life.

"The whole family was worried about how to make money to live, not in vain the State gave us a new house. Luckily, the local authorities supported us with working days, animal breeds, and loans to do business... so our life is much more stable," Ms. Hang emotional shared.

Also in Tan Phuoc hamlet, another case receiving capital and employment support under the livelihood support project is Mr. Truong Chi Hum. Mr. Hum's family has up to 7 members and is a near-poor household. He works seasonally in the locality. Mr. Hum's family received housing support in January 2025, worth 120 million VND, but still has economic concerns. Thanks for the support of the commune, Mr. Hum borrowed capital from the Social Policy Bank (SPB), and was guided to create his own livelihood, which helped him find a brighter path.

Mr. Truong Chi Hum really values ​​​​the motorbike he bought with the support fund, which is now his main means of earning a living.

Mr. Hum said: “I borrowed money to buy clams to raise, creating income to cover my living expenses, escaping near poverty. Currently, I also drive Grab so my economy is much more stable than before.”

Livelihood project with clear orientation and flexible approach

Under the direction of the Provincial Party Committee and the Provincial People's Committee, the province's livelihood support project is divided into many groups that need different support according to the actual needs of the people, such as: breeds, animal feed, techniques (production models); vocational training, job creation; tools, means of production; production land; production and business capital... Each locality, depending on the specific case and situation... can adjust the method appropriately.

Mr. Vo Minh Hao, Head of Tan Phuoc Hamlet, said: "In addition to eliminate temporary and dilapidated houses, the locality also has many other sources of capital to support poor and near-poor households. For example, the Women's Union has credit capital, internal capital from branches, associations... to help women in business earn income and escape poverty sustainably. We also support connecting poor and near-poor households to discuss with the Vietnam Bank for Social Policies to support part of the capital and provide additional guidance on trading, to ensure people's lives and escape poverty sustainably in the coming years.”

The livelihood support project for households will be completed after the completion of the merger of Ca Mau province to update more on people's needs, to be deployed on a large scale, opening new doors for hazardous groups.


 The project to support livelihoods for poor household, near-poor household, policy household in difficult circumstances and ethnic minority household in the province, period 2025-2027 is a drastic move of Ca Mau province in sustainable poverty reduction, helping people settle down, find jobs, and gradually become rich legitimately and sustainably. Each locality needs to strictly manage and regularly update the list of poor household, near-poor household and hazardous groups at risk of falling back into poverty through a digital system, with supervision from many levels to be able to support the people in the closest and most timely manner", Comrade Nguyen Ho Hai, Secretary of the Provincial Party Committee, affirmed.
