Phu My Border Guard Station is located in Giang Thanh Commune, managing a large area, adjacent to Boeng Sala Nam Commune and part of Preaek Kroes Commune, Kampong Trach District, Kampot Province (Kingdom of Cambodia). The border section managed by Phu My Border Guard Station is mainly plains, some people on both sides of the border still have the habit of going back and forth to do business and visit relatives according to old customs. Taking advantage of this situation, the subjects have organized the illegal transportation of goods into Vietnam. In addition, the commune has many Khmer households with difficult lives and limited access to modern means of communication. Based on this situation, since 2021, Phu My Border Guard Station has deployed the "Border loudspeaker" model.
In the early days, the model only had fixed loudspeakers in hamlets, then expanded with a mobile loudspeaker system. The information content was carefully prepared from the Party's guidelines and policies, the State's policies and laws, crime prevention, smuggling, trade fraud, illegal entry and exit, to information on health, education and socio -economic development. In particular, the broadcast content was compiled in two languages, Vietnamese and Khmer, helping Khmer people in border areas to access it more easily and closely. Lieutenant Danh Gia Tinh - Captain of the Mass Mobilization Team, Phu My Border Guard Station said: "Most people are farmers or hired laborers, so they do not have time to participate in concentrated propaganda sessions. But when the loudspeaker sounds, people listen and work at the same time, receiving it very naturally, thereby increasing the effectiveness of the propaganda, many households proactively follow and voluntarily comply with the law".
With a portable speaker, a USB with propaganda content and a motorbike, border guards go from the commune center to the border areas every day to convey important information. Especially, during the complicated development of the COVID-19 epidemic, the "Border loudspeaker" model has been effective in propagating and mobilizing people to implement epidemic prevention and control measures and strictly practice social distancing. As a result, 843 households and 115 Khmer Theravada Buddhist monks and followers committed to strictly comply with the regulations, contributing to raising awareness of epidemic prevention and ensuring security and order in the border area. “Every time I hear the loudspeakers of the border guards, I remember the difficult days due to the COVID-19 pandemic. At that time, people were still confused and did not know how to prevent and fight the epidemic. Thanks to the instructions from the loudspeakers, people clearly understood the epidemic prevention measures and implemented them correctly, helping the whole village and hamlet to be safer,” said Venerable En Thun - Abbot of Giong Ke Pagoda, Giang Thanh Commune.
Up to now, the loudspeaker of Phu My Border Guard Station has become a "close friend" of the people in the border area. Each bulletin not only helps people promptly grasp the Party's policies, the State's laws and policies, but also arouses the sense of responsibility and civic awareness in the border area of the Fatherland. Coming to Giang Thanh, we can easily see the image of people working while listening to the news broadcast from the border loudspeaker. Not noisy, not ostentatious, but each word of propaganda gradually permeates the lives of the people. "We live on the border, sometimes the information from outside has not yet arrived, the loudspeaker has been broadcast to let the people know. Many people in the village listen to the loudspeaker and then go home to remind their children to comply, not to help bad guys, thanks to that, the village is peaceful, not afraid of being lured by bad guys", said Mr. Ly Van Kho, residing in Tra Phot hamlet, Giang Thanh commune.
From 2021 to present, the "Border Loudspeaker" model of Phu My Border Guard Station has deployed more than 100 news bulletins, more than 200 times, with more than 300 officers and soldiers participating in propaganda. In addition, Phu My Border Guard Station also coordinated with the Giang Thanh Culture - Sports and Broadcasting Center (old) to broadcast hundreds of news and propaganda articles. Lieutenant Colonel Danh Kim Huol - Political Commissar of Phu My Border Guard Station said: "The greatest effect of this model is that people have raised their awareness of complying with regulations when entering and exiting the border area, minimizing illegal entry and exit... At the same time, there is a sense of vigilance, actively participating with the border guard force in the fight against all types of crimes.
