The August Revolution of 1945 succeeded, the Democratic Republic of Vietnam was born, opening a new era in the history of the nation - the era of independence, freedom and socialism. To protect the achievements of the revolution and build a State of the People, by the People, for the People, on August 19, 1945, the Vietnam People's Public Security force was officially established.
During 80 years of construction, fighting and growth, in addition to firmly ensuring security and order, the People's Public Security force has made many important and effective contributions to strategic advisory work with the Party and the State on ensuring national security, social order and safety; proactively proposed many important guidelines, policies and laws, contributing to improving the Party's leadership capacity and the State's management effectiveness. In particular, in the context of the rapidly evolving and complicated world and regional situation, the Ministry of Public Security has proactively coordinated closely with central and local ministries, branches and sectors in building people's security, associated with the all-people national defense, the people's security posture with the all-people national defense posture and the solid "people's hearts" posture, contributing significantly to the entire Party, the entire people and the entire army in successfully completing all tasks.
Right from the early days, when the revolutionary government was still young, it had to face countless difficulties and challenges from “internal and external enemies”. In that “critical” situation, the People’s Public Security force stood shoulder to shoulder with the People’s Army, relying on the people to successfully protect the Declaration of Independence on September 2, 1945 and the first National Assembly General Election on January 6, 1946 – two important political events, affirming national sovereignty and the foundation of the new democratic regime. These were the first victories in the glorious history of the Vietnam People’s Public Security force.

Right from the early days, when the revolutionary government was still young, it had to face countless difficulties and challenges from “internal and external enemies”. In that “critical” situation, the People’s Public Security force stood shoulder to shoulder with the People’s Army, relying on the people to successfully protect the Declaration of Independence on September 2, 1945 and the first National Assembly General Election on January 6, 1946 – two important political events, affirming national sovereignty and the foundation of the new democratic regime. These were the first victories in the glorious history of the Vietnam People’s Public Security force.
Following that feat, the police force promptly discovered, suppressed, and dismantled many reactionary party organizations, most notably the destruction of a reactionary organization at No. 7 On Nhu Hau Street (now Nguyen Gia Thieu Street, Hanoi), occupied and took over 40 Kuomintang headquarters, arrested 100 reactionaries, and foiled a coup plot to overthrow the government carried out by a counter-revolutionary alliance between the Kuomintang and the French colonialists.
In liberated areas and revolutionary bases, the Public Security forces closely coordinated with the Army and functional branches, stayed close to the people, relied on the people, and mobilized the people to widely implement the "Three No's" and "Five Family Alliances" movements, etc., creating a solid people's security posture, absolutely protecting the safety of the Party and Government's headquarters, resistance bases, and important military campaigns; at the same time, directly fought deep into the enemy-occupied areas, destroyed the enemy, eliminated traitors, and destroyed evil, contributing to the disintegration of the enemy's suppression system, creating favorable conditions for the masses to rise up, and together with the entire Party, people, and army, achieved victories in the nine-year resistance war against the French colonialists, the culmination of which was the historic Dien Bien Phu campaign that "resounded throughout the five continents and shook the world."
During the resistance war against the US to save the country, the People's Public Security force continued to achieve many outstanding feats of arms on both the southern battlefield and to protect the great rear of the socialist north.

During the resistance war against the US to save the country, the People's Public Security force continued to achieve many outstanding feats of arms on both the southern battlefield and in protecting the great rear of the socialist north. In the north, the People's Public Security force applied many methods and measures of struggle, widely and strongly launched the movements of "Secret anti-espionage", "Protecting public order", "Preventing espionage, preventing fire, preventing accidents"... among the masses; preventing, detecting and promptly suppressing the replanted spy organizations, discovering and arresting hundreds of groups with thousands of spy commandos, promptly suppressing the emerging reactionary organizations; contributing significantly to the defeat of the enemy's psychological warfare and sabotage war...
On the southern battlefield, the Security forces promoted the spirit of initiative, creativity, self-reliance, self-reliance, reliance on the people, closely coordinated with the mass movement and the revolutionary armed forces, continuously attacked the enemy on all fronts in the forests, mountains, plains, rural areas and cities; organized the destruction of evil, broke the shackles, destroyed the concentrated areas and strategic hamlets, contributing to smashing the enemy's "search and destroy, pacify" sweep plans... In particular, the Security forces, together with the army and people of the south, simultaneously attacked and fought the enemy in the General Offensive and Uprising of the Spring of Mau Than in 1968, the strategic offensive in 1972, and the climax was the historic Ho Chi Minh Campaign in 1975, completely liberating the south and reunifying the country.

After April 30, 1975, the People's Public Security forces nationwide continued to enter a new battle with new spirit and glorious baggage, but also had to face many difficulties, hardships and sacrifices. Under the absolute and direct leadership in all aspects of the Party and the centralized and unified management of the State, the People's Public Security force launched the movement "The masses protect the security of the Fatherland", together with the People's Army, all levels, sectors and the masses actively consolidated and built the revolutionary government in the newly liberated areas, organized management, reformed soldiers and employees of the old regime, and hunted down the remnants of the enemy... The typical feat of great political and social significance of the People's Public Security force during this period was the successful fight against Project coded KHCM 12, completely smashing the plot and activities of the counter-revolutionary organization "United Front of Patriotic Forces for the Liberation of Vietnam" led by Le Quoc Tuy and Mai Van Hanh, supported and aided by hostile and reactionary international forces in an attempt to overthrow the people's government.
Entering the period of renovation (from 1986 to present), the People's Public Security force has, together with the People's Army, all levels and sectors, firmly protected independence, sovereignty, territorial integrity, ensured national security, social order and safety; promoted its core role in building people's security, people's security posture associated with the all-people national defense, all-people national defense posture and a solid "people's hearts" posture, mobilizing the strength of the entire political system and the entire people to participate in ensuring security and order. With the support and assistance of the people, the close coordination of the People's Army, all levels and sectors of the Central and local levels, the People's Public Security force has effectively resolved many security issues from the grassroots, early and from afar; At the same time, it has well performed its strategic advisory function to the Party and State on the task of protecting national security, ensuring social order and safety, and absolutely protecting the activities of Party and State leaders, especially important political, cultural, social and foreign affairs events of the country, and key targets and projects. The fight against corruption, waste and negativity has been carried out resolutely and systematically, handling many major cases with high deterrence, warning and educational effects; investigating, clarifying and handling many major, transnational crime rings and organizations that have caused outrage and insecurity in society, which have been recognized and highly appreciated by the people.

Exemplary in Party building and rectification, the entire People's Public Security force has been united and highly determined, taking the lead in streamlining the force organization, eliminating intermediate levels, not organizing district-level Public Security, focusing on building strong communal police, close to the grassroots; on digital transformation nationwide; proactively reviewing, cutting down, simplifying administrative procedures, deploying essential and urgent online public services, creating convenience for the people. With the spirit of "when the people need, when the people have difficulty, there is the Public Security", in addition to performing well the tasks of ensuring security and order, fighting and suppressing crime, together with the People's Army and the health sector, the People's Public Security has always been a decisive force in disease prevention and control, actively participating in overcoming the consequences of natural disasters, storms and floods, rescue, and relief, recognized and highly appreciated by the Party, the State and the people, truly becoming a "peaceful fulcrum" of the people.

In recent times, implementing the National Target Program on Sustainable Poverty Reduction, responding to the movement "The whole country joins hands for the poor - No one is left behind" , the Ministry of Public Security has proactively and actively worked with central ministries, branches and localities to deploy housing construction programs for families with revolutionary contributions, policy families, ethnic minorities, poor and near-poor households, and people affected by natural disasters and floods; at the same time, mobilized resources to make an important contribution to completing the goal of eliminating temporary and dilapidated houses nationwide. From 2019 to present, the Ministry of Public Security has presided over the mobilization and coordination with localities to build more than 29,100 houses, with a budget of more than 1,450 billion VND, along with many schools, hospitals in the Northwest, Central Highlands, and Southwest, contributing to ensuring social security, economic development and stability in security and order in strategic areas.

In the struggles for national liberation and defense of the Fatherland, nearly 15,000 People's Public Security officers and soldiers heroically sacrificed their lives, more than 5,000 comrades sacrificed part of their blood and bones, hundreds of comrades were captured, imprisoned, and brutally tortured by the enemy, including many immortal examples of feats of arms, leaving admiration and pride in the people, such as Heroes and Martyrs: Vo Thi Sau, Nguyen Thi Loi, Bui Thi Cuc, Tran Van Hoang... Today, the country is peaceful and unified, but every day on the front line of protecting security and order, People's Public Security officers and soldiers are still full of enthusiasm to contribute and are ready to sacrifice so that the people's lives can be peaceful and happy. Thousands of heroic police officers and soldiers sacrificed their lives in the fight against crime and to protect the people, becoming noble symbols of revolutionary heroism in the Ho Chi Minh era, affirming the glorious tradition of "selflessness for the country, service for the people" of the Vietnam People's Public Security Force. In recognition of its outstanding contributions and achievements, the People's Public Security Force has been awarded the Gold Star Order five times by the Party and State, along with many other noble awards from the Party, State and international friends.

Our country is entering a new era, an era of strong, prosperous and happy development for the Vietnamese people, determined to successfully achieve the two strategic goals of the 100th anniversary of the founding of the Party and the 100th anniversary of the founding of the Country; with the aspiration that by 2045, Vietnam will become a developed country with a high income. Besides opportunities and advantages, there are still many difficulties and challenges; the four risks that our Party pointed out still exist and cannot be ignored; non-traditional security issues, global challenges such as natural disasters, epidemics, and human security continue to develop in a complicated manner. Hostile and reactionary forces are determined to carry out plots and activities of "peaceful evolution" and "violent overthrow" in order to eliminate the leadership role of the Party, the socialist regime in Vietnam and "depoliticize" the people's armed forces; The activities of domestic dissidents and other types of crimes are becoming more complicated, posing new and more difficult requirements and tasks for the People's Public Security force.

Promoting the glorious tradition through 80 years of construction, fighting and growing up, deeply aware of the goals, requirements and tasks of ensuring security, order, building and protecting the Fatherland in the new situation, the People's Public Security force needs to continue to proactively coordinate closely with all levels and sectors to focus on effectively implementing the following key tasks:
Firstly , always maintain and steadfastly adhere to the principle of absolute and direct leadership in all aspects of the Party, the command of the President, and the unified management of the Government over the People's Public Security. At any time, anywhere, and in any circumstance, the People's Public Security force must be an absolutely loyal and trustworthy force of the Party, the State, and the people; constantly study and follow the ideology, morality, and style of Ho Chi Minh, especially thoroughly implementing the Six Teachings of Uncle Ho to the People's Public Security and must consider it a regular, daily task, a way of life, a way of thinking, and a way of working of each cadre and soldier. Proactively, actively, seriously thoroughly grasp, concretize, and effectively organize the implementation of all policies and guidelines of the Party, policies and laws of the State in the People's Public Security force, directly contributing to the important building and improvement of institutions and laws on security and order; strengthening foreign affairs and international cooperation; Breakthroughs in science and technology development, innovation and national digital transformation, creating momentum and a solid foundation to successfully carry out the political tasks of the 14th Party Congress term and successfully achieve the two 100-year goals of national development.
Second, in the context of implementing the lean revolution so that the apparatus of the political system can operate effectively, efficiently, and more closely to the people, the People's Public Security Force needs to have new thinking and a new vision in the new development space of the country; it is not only a new thinking about security and order but also a new thinking about the aspiration of the nation to rise up, in which the particularly important task of the People's Public Security Force is to contribute to building and maintaining a peaceful, stable, secure, safe, healthy environment, creating for the development of the country. Therefore, the People's Public Security Force must continue to improve the quality of strategic forecasting work, grasp firmly, deeply, and clearly the situation to proactively and promptly advise the Party, State, Party committees, and authorities at all levels on policies and measures to protect national interests, ethnic interests, national security, social order and safety; Proactively fight to defeat the plots and activities of "peaceful evolution" and "riotous overthrow" of hostile forces, not being passive or surprised in any situation; in the immediate future, focus on absolutely protecting the safety of activities and the celebration of the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam; party congresses at all levels, towards the 14th National Congress of the Party; election of deputies to the 16th National Assembly and election of People's Councils at all levels, term 2026 - 2031.
Third, focus on building a revolutionary, disciplined, elite, and modern People's Public Security force to meet the requirements of the new period, continue to build a streamlined, effective, and efficient People's Public Security force; have a coordination mechanism, assign responsibilities, and decentralize management specifically and clearly, link authority with responsibility, and strictly control power in personnel work, and fight against the abuse of power and positions. Synchronously implement solutions to build clean and strong Party organizations, build a contingent of cadres with sufficient qualities, capacity, and prestige, equal to the task. People's Public Security officers and soldiers must be "both virtuous" and "talented", truly honest, dedicated, "for the Party and for the People"; continue to tighten discipline and order. The People's Public Security force not only bravely fights against evil and wrongdoing in society, but also resolutely fights to purify itself; Regularly conduct self-criticism and criticism, proactively prevent, detect early, and strictly handle cases of officers and soldiers violating the law and discipline, showing signs of degradation, "self-evolution", "self-transformation", bureaucracy, and insensitivity to the difficulties, frustrations, and legitimate needs of the people. Continue to resolutely, synchronously, and effectively implement Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force, meeting the requirements and tasks in the new situation.
Fourth, the People's Public Security force must constantly cultivate, train, thoroughly grasp and well implement the teachings of beloved Uncle Ho: " To be a police officer, one must make the people trust, love and support them. Only by relying on the people can the police fulfill their tasks well. The people have millions of eyes and ears, so it is difficult for the enemy to hide " [1] , " When the people help us a lot, we will succeed a lot, when they help us a little, we will succeed a little, when they help us completely, we will win completely " [2] , it is necessary to deeply perceive and make the greatest effort, promote the spirit of daring to think, daring to do, daring to take responsibility, renewing the working style and manner to be truly close to the people, close to the people, understanding the people, being exemplary before the people, regularly listening to and accepting the people's opinions and criticisms; making the people increasingly trust and support the Public Security more; Actively and proactively build a solid people's heart and people's security posture, especially attaching importance to mass mobilization work, making the movement "All people protect national security" truly belong to all people; continue to focus on guiding, building and replicating advanced models and examples, creating favorable conditions for people to participate more actively in performing the task of protecting security and order at the grassroots level.
Fifth, proactively coordinate with relevant functional forces to build a mechanism to mobilize the strength of people at home and abroad to participate in protecting national security early and from afar. The People's Public Security Force needs to promote its core role in advising on the promulgation of mechanisms and policies to support and help Vietnamese people living abroad stabilize their lives, continue to preserve and promote national cultural identity, turn to the Fatherland, and contribute to building a prosperous, democratic, fair, civilized country and homeland, "standing shoulder to shoulder with the world powers" as Uncle Ho always wished.
The Party, State and people always wish, expect and believe that the Vietnam People's Public Security force will continue to promote its heroic tradition, always uphold the spirit of "forgetting oneself for the country, serving the people", building a truly clean, strong, disciplined, elite and modern force, always a sharp "sword", excellently completing all tasks assigned by the Party, State and people, contributing worthily to the cause of building and firmly protecting the socialist Vietnamese Fatherland in the new period./.
