Test object is an organization, individual, business household, household, or residential community that has activities of exploiting, transporting, processing, producing, buying and selling, transferring ownership of forest products, exporting, importing, storing forest products, raising forest animals, planting forest plants, and marking specimens.
Inspection activities of the Forestry Agency are carried out by the Inspection Team or Inspection Group (hereinafter referred to as the Inspection Team) when there is an inspection decision by a competent person, except in cases of surprise inspections.

Scheduled inspection
Before November 30th of each year, the head of the Forestry Department is responsible for developing and approving the inspection plan for the following year. In case there is a directive from a superior agency or there is a management issue arising outside the annual inspection plan, the inspection plan shall be adjusted.
Based on the approved inspection plan, the Forestry Department shall notify relevant agencies, organizations and individuals before December 31 of each year or after approving adjustments to the inspection plan.
Test by topic: Based on the situation of forest product management in the area that requires inspection, prevention and handling, the head of the Forest Protection Department proactively develops a thematic inspection plan.
surprise check, Applicable when there is one of the following grounds: a- Information from mass media; b- Information from complaints, denunciations or reports of organizations and individuals; c- Information from requests for handling of violations by organizations and individuals; d- Information from discovery or cases of flagrant violations by Forest Ranger officers managing the area or Forest Ranger officers assigned to monitor and detect violations; dd- Directive documents of competent state management agencies; e- When signs of violations of the law are discovered.
Circular 26/2025/TT-BNNMT stipulates: Forestry officers who collect and receive information about violations of the law or signs of violations of the law must immediately report to the head of the direct Forestry agency to handle the information.
Based on the above information, the head of the Forestry agency is responsible for processing information, directing inspections, and taking responsibility for his/her decisions; directing the establishment of an information tracking book and organizing management according to the confidential document management regime.
Authority to issue inspection decisions of Forest Rangers
Circular 26/2025/TT-BNNMT clearly stipulates the authority of Forest Rangers to issue inspection decisions:
The Director of the Department of Forestry and Forest Protection, the Director of the Regional Forest Protection Sub-Department, the Director of the Provincial Forest Protection Sub-Department, the Team Leader of the Mobile Forest Protection and Forest Fire Prevention and Fighting Team, and the Head of the Forest Protection Sub-Department shall issue inspection decisions according to their assigned functions and tasks;
The competent person specified above may authorize his/her deputy to issue an inspection decision in accordance with the provisions of law.
Perform testing
The Circular specifically regulates the implementation of inspections, including: Announcing and delivering the inspection decision to the inspected entity or the representative of the inspected entity; notifying the composition of the Inspection Team and witnesses (if any). In case of an unscheduled inspection without an inspection decision, the representative of the Inspection Team must introduce the participating members and the reason for the inspection.
Require the inspected entity or the representative of the inspected entity to comply with the inspection decision of the competent authority and work with the Inspection Team. In case these people are not present at the inspection site, the Inspection Team shall invite a representative of the People's Committee at the commune level or a representative of the police agency at the inspection site, or a witness to announce the inspection decision and conduct the inspection according to regulations.
Organize the inspection in accordance with the contents of the announced inspection decision. In case any arising content during the inspection process exceeds the authority, the Inspection Team must immediately report to the person issuing the inspection decision for timely handling.
Inspection of forest product transportation: The inspection team is only allowed to stop vehicles in circulation to inspect forest products when there is a basis. The command to stop a vehicle can use one type or a combination of horns, Forest Ranger flags, and flashlights.
Inspection of imported, exported and transit forest products at border gates: Forestry agencies coordinate with border gate customs agencies to organize forest product inspection.
The inspected entity must comply with the inspection requirements of the Inspection Team; immediately present forest product records as prescribed and other relevant documents as prescribed by law.
