The Politburo requested to review and evaluate the implementation of the General Education Program; ensure the provision of a unified set of textbooks nationwide, striving to provide free textbooks to all students by 2030. From the 2020-2021 school year, the 2018 General Education Program will be implemented for the first grade and implemented "rolling".

The 2018 General Education Program has been applied for 5 years and currently, all high school students have used new textbooks. There are currently three sets of textbooks according to the new program chosen by schools for teaching.

Depending on actual conditions and needs, schools can choose books to teach. With about 20 million students, 12 grades, hundreds of millions of books have been published.
