Day and night on the construction site
The 500kV Lao Cai - Vinh Yen transmission line project is a national key project approved by the Prime Minister for investment and assigned to Vietnam Electricity Group (EVN) as the investor. The project has a total length of 229.5km, with 468 pole foundation locations and passes through 4 provinces: Lao Cai, Yen Bai , Phu Tho, Vinh Phuc.
The 500kV Lao Cai - Vinh Yen transmission line project through Yen Bai province is about 90km long, with 173 column foundations (from column number 102 to column number 274), the recovered land area is 24.31 ha. The corridor area of the line is about 220 ha.
In early June, reporters' observations in Vinh Kien commune, Yen Binh district (Yen Bai) showed the hurried and urgent working atmosphere of workers at the construction site of VT258 column foundation and VT260 column foundation of the Lao Cai - Vinh Yen 500kV Transmission Line Project.
Here, workers are busy with tasks such as pouring concrete for column foundations, cutting steel, pressing frames and assembling the final column piers to erect columns. In addition, vehicles are also mobilized to the maximum such as excavators, cranes and cars.
Sharing with reporters, Mr. Nguyen Khac The, a construction worker of Song Da 11 Company, excitedly said that he is from Nam Dan district, Nghe An province. It has been raining so much these past few days that everyone has been off work; now, taking advantage of the favorable weather, the team is concentrating on manpower and machinery to assemble and complete the erection of the VT258 column.
Ninh Van Phuong, from Binh Dinh, confided that in order to complete the project on schedule, he took advantage of sunny days to work until late at night. Despite the difficulties and hardships, he was very happy to contribute his efforts to a national key project and tried his best to complete the project so he could return home to his family.
Package 6, belonging to PC1 Group Joint Stock Company, has 19 column foundations with more than 150 workers and 20 machines and vehicles for construction. Mr. Vu Xuan Truong, Commander of Package 6, said that so far the unit has completed 10 column foundation positions, and the unit expects to complete 100% of the column foundations by June 10. After that, the unit will move on to the pole erection and wire pulling stages. The unit is expected to complete the package before August 15 to serve the power connection work. To complete this goal, the unit is taking advantage of the dry days, mobilizing maximum human resources and machinery to work day and night.
However, the construction process of the unit encountered many difficulties due to the rainy weather, making it impossible to construct regularly; many column foundation locations are located high up, without access roads, affecting the progress. Furthermore, there are some column foundations located adjacent to the Chay River, near the Thac Ba Hydropower Plant, mainly mud and temporary soil. Therefore, the construction needs to be implemented in a detailed and meticulous manner from the foundation pit.
According to Mr. Nguyen Van Chien, Chairman of Vinh Kien Commune People's Committee, Yen Binh District, the Lao Cai - Vinh Yen 500kV Transmission Line Project through the commune has 13 column foundations from VT248 to VT260. Up to now, the locality has fully handed over the column foundation locations to the construction contractor.
Mr. Ta Huu Tinh, Head of the specialized team assisting the Council for Site Clearance of the 500kV Power Line Project in Yen Binh District, said that when implementing the project, people in Yen Binh District highly agreed. Up to now, the site of 91/91 pole locations has been handed over to the contractor for construction. Currently, the locality is speeding up the site clearance of the power grid safety corridor and completing some contents related to the planning of resettlement areas to implement the project.
Overcome difficulties to achieve goals
Mr. La Tuan Hung, Vice Chairman of Yen Binh District People's Committee, said that the 500kV Lao Cai - Vinh Yen Power Line Project through Yen Binh District is 50.51km long, with 91 column foundations and more than 13 hectares of reclaimed land; the line passes through 12 communes and one town, and it is expected that 34 households will have to resettle. During the implementation process, the district has always received support and consensus from the people. However, the district currently has a number of locations in the corridor of land reclaimed from households and individuals that are still lacking compared to reality; moreover, the surveying unit mistakenly identified a land user who had to move out of the power line corridor. Another difficulty is that the optical repeater station in Trung Tam village, Yen Thanh commune does not yet have a land reclaim map, so it has not been possible to work with some households to mobilize land reclaimation.
Yen Binh District requested the investor to direct the consulting unit to coordinate with the Compensation Council and communes and towns to review inaccurate locations to correct the land acquisition map, and adjust some boundary locations to suit actual conditions. Requested the Provincial People's Committee and the Department of Agriculture and Environment to allow the contractor to organize the construction of electric pole foundations in natural forests during the time of carrying out property auction procedures to ensure the construction progress as proposed by the investor. The investor (Power Project Management Board 1) directed the consulting unit to prepare a land acquisition map for Lap Quang station in Trung Tam village, Yen Thanh commune to serve as a basis for the Compensation, Support and Resettlement Council to organize the implementation of the next work.
In Luc Yen district, the project is 39.55km long, including 82 column foundation locations with a recovered area of 10.97 hectares; the route passes through 10 communes, with 25 households to be resettled. According to Chairman of Luc Yen District People's Committee Hoang Manh Ha, by June 5, the district had handed over 82 locations to the contractor. Regarding the plan, the district has appraised and approved the compensation plan for 4 communes; is completing the dossier to submit for appraisal of the plan for 4 communes; the district has sent the dossier to the investor to sign to confirm the compensation plan for the remaining 2 communes, after receiving the dossier, it will continue to complete and submit for appraisal according to regulations. It is expected that on June 9, the district will submit for appraisal. For the route corridor, the district has inventoried 432 households in 10 communes. To date, the district has inventoried 337/432 households. Currently checking and comparing the details of the established plan with the regulations on compensation, support and resettlement policies.
However, Luc Yen district is currently facing some difficulties. The contractor who rents land from people to build public roads and constructs the column foundations costs more than the compensation price for the column foundations, leading to households comparing the compensation levels; some households with residential land (no house on the land) under the power line corridor request to change the purpose of the residential land to another location; land for annual crops but perennial crops are grown; the work of land use ownership when building the map to recover the column foundations and the route corridor still has errors (there are fluctuations in information in the initial records that need to be adjusted appropriately and in accordance with regulations, leading to a prolongation of the implementation time).
Currently, Yen Bai has handed over the site of 173/173 column foundation locations to the construction contractors; the contractors are constructing 155/173 column foundation locations; constructing public roads 165/173 locations. However, the rainy season has begun, landslides, unfavorable weather for construction in high mountainous areas, requiring the construction contractors to be highly determined, have many creative solutions, to meet the proposed schedule.
According to Vice Chairman of Yen Bai Provincial People's Committee Ngo Hanh Phuc, to ensure the construction progress according to the direction of the Prime Minister, currently, the implementation of procedures and processes in site clearance work is being carried out in parallel by the locality, while completing the documents, so some tasks have not been ensured according to the prescribed procedures. At the same time, the power line route passing through Yen Bai province is the longest, with a large volume of work; the construction progress of some column foundation locations is slow; in some locations, households requesting support for road loan money is too high.
In the coming time, Yen Bai province will continue to direct the People's Committees of districts to urgently approve specific land prices and compensation plans for the construction area of the column foundations, and organize payments to people; focus on mobilizing human resources to complete the inventory work, prepare and approve compensation plans, and support resettlement for the corridor of the route; organize compensation payments to people and hand over the entire route; continue to direct the People's Committees of communes (forest owners) to speed up the progress of determining prices and plans for handling forest assets, auctioning, exploiting and collecting forest products and handing over the site to investors; continue to propagate and mobilize households to hand over the site for the construction of the Quang Lap Station.
The Vice Chairman of Yen Bai Provincial People's Committee requested the investor to arrange sufficient personnel, coordinate with the People's Committees of Luc Yen and Yen Binh districts in the work of land acquisition and clearance; direct the contractors to concentrate human resources, materials, machinery and equipment to construct all the column foundation positions that have been handed over the land, ensuring safety during the project implementation; coordinate and support the People's Committees of the communes to determine the price and asset handling plan, submit to competent authorities for appraisal and approval according to regulations.
