According to the document, the Ministry of Agriculture and Environment said that currently, floods on rivers in Thanh Hoa province are rising rapidly; the water level in the upper reaches of Chu River, Ma River, and Yen River is from alert level 2 to alert level 3, in some places above alert level 3, the lower reaches of Len River above alert level 3, Buoi River and Cau Chay River above alert level 1 and continuing to rise.
The dike system of Thanh Hoa province has had many incidents, especially on the left and right dikes of Chu (level I and level II dikes), there have been consecutive incidents of dike slope landslides (6 incidents of left and right dike slope landslides in the communes of Tho Lap, Xuan Lap, Xuan Hoa, Tho Xuan, Dong Tien, Thieu Quang with a total length of 377m; left dike spillway of Hoat section from K5+540 - K5+840, Ha Long commune).

To ensure flood safety of dykes, the Ministry of Agriculture and Environment requested the People's Committee of Thanh Hoa province to direct local authorities to strictly implement Official Dispatch No. 147/CD-TTg dated August 25, 2025 of the Prime Minister on focusing on overcoming the consequences of storm No. 5 and responding to floods after the storm.
Urgently mobilize forces, materials, means, and equipment to handle the above incidents in the first hour, not allowing the incidents to develop further. At the same time, continue to closely monitor developments in the incident area to promptly handle additional situations, ensuring the safety of the dike against floods.
Identify the dike areas where incidents have occurred as key areas to develop, approve and implement protection plans in practice; in which, it is important to prepare adequate human resources, materials, means, equipment and assign specific tasks to each organization and individual for implementation.
